The Maelstrom Of The Persecution Case Of Muhammad Kece, Inspector General Napoleon, The Suspect And Three Officers Are Considered Negligent

JAKARTA - The case of alleged mistreatment of Muhammad Kece is entering its final stages. The National Police has named a suspect in this case and stated that there was negligence by the Bareskrim prison officer.

In this case, at least five detainees were made suspects. Based on the evidence and the results of the case, they are believed to have committed abuse.

The suspects included Inspector General Napoleon Bonaparte, DH, DW, H, and HP.

Twice Persecution

In this series of cases, the Director of General Crimes at the Criminal Investigation Unit of the National Police Brigadier General Andi Rian Djajadi said that there were two acts of persecution. Where, the first was carried out jointly and the second was only carried out by Inspector General Napoleon Bonaparte.

"Indeed, the investigation process also revealed that this incident was not in one place but in two locations," Andi told reporters, Wednesday, September 29.

For acts of persecution together or beatings, Napoleon Bonaparte and four other suspects were carried out in Muhammad Kece's detention cell.

Meanwhile, the second persecution was only carried out by the two-star general alone. The form of persecution is suspected to be related to the smearing of human feces on Muhammad Kece.

"The incident itself was in the victim's cell. Then there was 1 more crime scene in the process (Article) 351 of the persecution carried out by NB himself," said Andi.

The beatings and mistreatment were carried out on the same day or on the first day Muhammad Kece was detained. But it's quite a long time.

"Yes, for the first tempos (Article) 170 it was around 01.00 in the morning on 26 (August), while the 351 incident itself occurred in the afternoon around 15.00," said Andi.

Negligent Officer

On the other hand, the National Police also stated that there was an element of negligence in the series of cases of alleged mistreatment of Muhammad Kece. Bareskrim prison officers are considered not to carry out and apply the applicable rules.

The Head of the Propam Police Division, Inspector General Ferdy Sambo, said that in the series of examination and investigation processes, there were at least three Bareskrim prison officers who failed to comply with the rules.

"The results of the examination by the Head of the Rutan and 2 guard officers were correct in implementing the SOP," said Sambo

However, Sambo said he had not given any sanctions or other actions to the guard officers. Because, we have to wait for other investigations to be completed.

"However, for the complete filing of the continuation of the process of enforcing the discipline of the members of the prison guard after the examination of the NB and the case title," said Sambo.

Adding that the Head of the Penum Division of the National Police Public Relations Division, Kombes Ahmad Ramadhan, mentioned two members of the Criminal Investigation Unit who were negligent, namely Bripka Wandoyo Edi and Bripda Saep Sigit. They did not secure the prisoners. Thus, the act of persecution took place.

"The form of his actions was that the Bripka W and Bripda S prison guards did not carry out their duties to secure prisoners as well as possible, resulting in mistreatment of the MK brothers," said Ramadhan.

Then, for another member, AKP Imam Suhondo who is the Head of the Criminal Investigation Department. He was considered to have committed a disciplinary violation because he did not monitor conditions in the prison as he had to carry out his duties.

"The Karutan Bareskrim Polri on behalf of AKP I did not carry out the best possible supervision of members of the prison guard, resulting in mistreatment of MK's brother," said Ramadhan.

Even though they were declared negligent in their duties, no sanctions have been given yet. The sanctions will be decided in a disciplinary hearing.

"(Sanctions) will go through a disciplinary hearing," said Ramadhan.
