Five Agenda For The Whole Development Of Papua
JAKARTA - The government will focus on developing Papua and West Papua in a holistic or comprehensive manner, in the next five years by involving a number of ministries / agencies and other agencies to accelerate development carried out in an integrated manner. This was done for the sake of accelerating development in the Cenderawasih Earth.
"If each agency or ministry has a different program, there will be no point. Now it is hoped that they will be unified despite their respective budgets," said Coordinating Minister for Political, Legal and Security Affairs (Polhukam) Mahfud MD at the Papua Development Conference in Jakarta, Tuesday 17 December. .
According to him, the Ministry of National Development Planning and the National Development Planning Agency (PPN / Bappenas) have a special Papua desk, as well as the Coordinating Ministry for Political, Legal and Security Affairs.
He hopes that the two desks will be under one umbrella so that the Papua and West Papua development acceleration program is more optimally coordinated by the Papua desk.
In the next five years, he continued, the government will prepare five agendas so that development in Papua is not only present in physical infrastructure but also achieved for the welfare of the local community.
The five agendas, he continued, were the development of human resources (HR) in accordance with regional potentials based on local wisdom and global challenges. Then the acceleration of infrastructure development, simplification of regulations, and bureaucracy.
In addition, economic transformation that utilizes natural resources and the support of quality Papuan human resources as well as accelerating integrated development.
"Development of Papua is not only about infrastructure but must also be in the field of improving the quality of human resources, human resources for indigenous Papuans through education," said Coordinating Minister Mahfud.
To realize the accelerated development and welfare of the people of Papua and West Papua, Mahfud asked Bappenas, in addition to focusing on holistic transformation, also formulating new models / methods and new ways of working in managing Papua.
Bappenas, he continued, was also asked to ensure that all programs for the advancement of Papua and West Papua were carried out. Bappenas itself is targeting new methods and models to accelerate and improve the quality of development in Papua and West Papua so that it is equal to other provinces in the country.
"Bappenas seeks to formulate a Papuan development approach that respects local culture and wisdom," said Secretary of the Minister of National Development Planning / Main Secretary of Bappenas Himawan Hariyoga.
According to him, the government is putting forward the special autonomy framework as a policy instrument for the acceleration, affirmation, protection and empowerment of the Papuan people.
Various steps, he continued, have been taken for development in the Cendrawasih Earth, including adopting a Papua development planning approach based on customary areas and potential areas.
"We realize that cultural or socio-cultural approaches are an important dimension in designing sectoral and regional development," he added.
The government, he continued, is committed to accelerating welfare development in Papua and West Papua, among others, through Presidential Instruction No. 9 of 2017.
Acceleration, he said, was carried out thematically, holistically, integratively and spatially or THIS. "Infrastructure is the backbone of driving the regional economy as well as increasing the range of basic services to all regions in Papua," he said.
Meanwhile, the Papua Development Conference discussed a number of steps to accelerate development in Papua with the theme of superior Papuan human resources towards advanced Indonesia.
Topics discussed were how to develop Papua with a heart, basic services, character and competitiveness as well as the future of holistic development.
"This conference is designed as a forum for reflection and evaluation of the steps that have been taken as well as to formulate future strategic steps that are more appropriate and solution for accelerated efforts in the land of Papua," said Himawan.
The conference was also attended by the Coordinating Minister for Political, Legal and Security Affairs Mahfud MD, Secretary of the Minister of Youth and Sports Gatot Dewabroto, West Papua Governor Dominggus Mandacan, Head of Bappeda Papua Yohanes Walilo and a number of other related agencies.
