West Java Governor Ridwan Kamil Conveys Raperda Of The 2021 APBD-P, The Projection Of A Reduced Budget Of Rp. 5.37 Trillion

BANDUNG - The Governor of West Java, Ridwan Kamil, conveyed his views on the Draft Amendment to the APBD for the 2021 fiscal year in front of members of the West Java DPRD.

The draft amendments to the APBD are carried out on three main points, namely regional revenues, regional expenditures, and regional financing.

According to him, the draft APBD amendment was carried out because there were developments that were not in accordance with the original assumptions regarding the general policy of the 2021 APBD.

"Shifts between organizational units, 2020 budget balances must be used or adjusted in the 2021 budget, emergencies, and extraordinary circumstances," said Ridwan Kamil at the West Java DPRD building, Jalan Diponegoro, Bandung City.

Kang Emil, as he is familiarly called, explained the projected revenue budget for 2021, which was originally IDR 41.47 trillion to IDR 36.09 trillion, reduced by IDR 5.37 trillion, or down by 12.98 percent.

“This is a condition that is not what we all want. In 2021 it turned out to be not much different from the conditions in 2020, even the COVID-19 pandemic experienced its peak in July 2021," he said.

It is acknowledged that the centralization of the budget causes the economic foundations of the community to stagnate, unemployment, and the high cost of health care. "So it affects the achievement of regional income, especially from the regional tax sector," he said.

Meanwhile, the regional expenditure allocation listed in the draft amendment to the 2021 budget year has decreased.

"The allocation of regional expenditures in the 2021 APBD changes has decreased in line with the decline in regional income, which was originally Rp. 44.62 trillion rupiah to Rp. 39.40 trillion rupiah, decreased by Rp. 5.22 trillion rupiah, or decreased by 11.69 percent," said Kang. Emil.

This is related to the regional expenditure allocation of the West Java Provincial Government which will focus on having a positive impact on the community regarding health and economic recovery.

"The effectiveness and efficiency of regional spending used must have a positive impact on residents regarding health, safety and economic recovery due to this pandemic," he said.
