Submitting The Draft BPIP Bill To The DPR, The Government Brings Three Documents

JAKARTA - The Coordinating Minister for Political, Legal and Security Affairs (Menko Polhukam) submitted 3 documents related to the draft of the Bill on the Pancasila Ideology Development Agency (BPIP) proposed by the government in response to the polemic of the Pancasila Ideology Policy Bill (HIP).

"I brought the President's letter containing three documents. One official letter from the president to the Speaker of the DPR officially got to the DPR. Then there are two other attachments related to the BPIP Bill that has been around so far," Mahfud said in a press conference in Media. Center for the DPR RI, Senayan, Central Jakarta, Thursday, July 16.

Regarding the HIP Bill, Mahfud emphasized that the reason the government rejected two points in the draft law was because of the absence of TAP MPRS Number XXV / MPRS / 1966 concerning the Prohibition of the Doctrine of Communism, Marxism, and Leninism as a pre-consideration or consideration of the Bill.

Apart from that, the rejection from the government occurred because many people protested against the DPR RI initiative draft.

Regarding the BPIP Bill, Mahfud emphasized that this bill contains the government's firm stance that Pancasila consists of five principles. This is different from the HIP Bill which in one of its articles alludes to the issue of Ekasila or Trisila.

"We emphasize that the issue of Pancasila which we use officially here, we include in Chapter 1, article 1 point 1, that Pancasila is the one and only Godhead, just and civilized humanity, Indonesian unity, democracy led by the wisdom of inner wisdom. representative deliberation, and social justice for all Indonesian people, "he said.

Furthermore, regarding the BPIP Bill which had just been submitted to the DPR, the former Chief Justice of the Constitutional Court (MK) said that this draft law would be discussed openly and the public were welcome to submit their criticisms.

"We agree that this will be opened as widely as possible by the people who want to participate in discussing and criticizing it, please," he said.

The fate of the HIP Bill was decided at the next trial period

Regarding the submission of the BPIP Bill from the government, Deputy Chairman of the Indonesian Parliament Sufmi Dasco Ahmad said the fate of the Pancasila Ideology Policy Bill (HIP) will be decided at the next session.

"The mechanism will be discussed whether it will be revoked or if the replacement will be arranged for the future trial. Even though it is replaced by BPIP which only regulates institutions, we will not discuss it before receiving complete input from the public," said Dasco in his written statement.

He also emphasized that the government did not agree with the HIP Bill and instead submitted the concept of the BPIP Bill which was submitted by the Coordinating Minister for Political, Legal and Security Affairs (Menko Polhukam) Mahfud MD, Minister of Home Affairs (Mendagri) Tito Karnavian, Minister of State Secretary Pratikno, Menkumham Yasonna Laoly , and Menpan-RB Tjahjo Kumolo.

"Instead, the government proposes the BPIP Bill which regulates the institution in charge of disseminating the final Pancasila," he concluded.
