DPR Rejects The Number Of Laws Enacted As Performance Productivity Benchmarks

JAKARTA - One of the functions of the DPR is legislation. They have the authority to compile and discuss the Draft Law (RUU). But this function does not want to be used as a reference for how much their productivity is at work.

Member of the Legislation Body (Baleg) DPR Sodik Mudjahid firmly said, the number of legislation products produced does not reflect the productivity of the DPR. Even though it has a legislative function, the productivity of the DPR in producing legislative products must not be determined by the number of laws passed.

Sodik's explanation was delivered when he was a speaker at the Legislation Forum discussion at the DPR Media Center, Nusantara III Building, Senayan, Jakarta, Tuesday, July 14. This discussion took the theme "Revision of the 2020 Prolegnas, Has an Impact on Improving the Legislative Performance of the DPR?" Besides Sodik, there were also speakers as Deputy Chairperson of Baleg Ahmad Baidowi and expert on constitutional law Margarito Thursday.

Reporting from the official parliament page, this issue surfaced after Baleg revised the list of 50 2020 Priority National Legislation Program (Prolegnas) Bills to 36 Bills.

DPR is not an industry, so its productivity cannot be measured by numbers.

Sodik gave an example, one of the bills that was postponed was the Bill on the Elimination of Sexual Violence (PKS). This bill was postponed because it raised pros and cons. Between those who support and reject are actually equally strong. So there was a delay.

"That is the best step, because the law was made to accommodate participation and to provide benefits to the entire nation," said the man from the West Java I electoral district.

Data from the Indonesian Parliament Concern Community Forum (Formappi) shows that the achievement of legislation for the House of Representatives of the Republic of Indonesia (DPR RI) 2014-2019 is lower than the previous period. It is recorded that the DPR for the 2014-2019 period only approved 84 Drafts of Law (RUU) with a composition of 49 open cumulative programs and 35 national legislation programs (Prolegnas).

In the previous period, the DPR passed 125 bills with a composition of 56 open cumulative bills and 69 bills in the National Legislation Program. In addition, Formappi also stated that there were four additional Prolegnas bills that were not planned and rushed at the end of the DPR's term of office, such as the third revision of the MPR, DPR, DPD and DPRD Laws (MD3 Law), revision of the Corruption Eradication Commission (KPK) Law, and revision of the Marriage Law.
