West Java Provincial Government Arranges Legal Umbrella Fines For Using Masks
JAKARTA - The West Java Provincial Government is reviewing the legal umbrella regarding the application of sanctions for people not wearing masks in public or outside the home during the new normal period.
Deputy Secretary of the West Java (West Java) Covid-19 Handling Acceleration Task Force Berly Hamdani said the West Java Provincial Government is conducting studies related to the legal umbrella for enforcing these rules, through governor regulations or regional regulations.
"Still conducting studies, the discourse is whether it should be a Pergub or a regional regulation," said Berly as quoted from the official website of the West Java Provincial Government, Tuesday, July 14.
This study includes asking for input from the West Java High Court and other parties to formulate regulations with the aim of reducing the spread of COVID-19 in West Java.
"The mechanism will later optimize the functions and duties of law enforcers such as the police and Satpol PP. Including what if there is a fine, where to pay," said this West Java Kadinkes.
He added, for the payment of fines, he would use the PIKOBAR application so that it could be more transparent and paid without face to face alias online. The fines will later go directly to the regional treasury.
Previously, West Java Governor Ridwan Kamil said that he would impose a fine of Rp. 100-150 thousand for people who do not use masks in public places during this new normal period.
This fine will take effect on July 27, 2020 in all regions of West Java. This sanction will be imposed by Satpol PP, Police and TNI on behalf of the Task Force.
Ridwan Kamil explained that this rule does not apply to those who are giving a speech (with adequate distance), are eating and drinking, while exercising high cardio and taking a photo session for a moment.
He added, the process of imposing this sanction will use e-ticket via the PIKOBAR app. The fine funds will go to the regional treasury according to the regulations.
