Pre-Employment Card Program, Ministry Of Manpower Map The Needs Of The Job Market

JAKARTA - Job seekers in the country must be prepared. President Joko Widodo will finalize the regulations on the Pre-Employment Card program by December 2019. Currently, the government, through the Ministry of Manpower, is mapping the needs of the labor market to implement the Pre-Employment Card program.

"We are mapping the needs of the job market, so that we can arrange training programs for Pre-Employment Cards. So that graduates get skills that match the needs of the business world," said Secretary General of the Ministry of Manpower Khairul Anwar in Jakarta, Monday, December 16.

He said one of the obstacles to human resources in Indonesia was the incompatibility between industry needs and existing human resource capabilities. For this reason, the government seeks to facilitate access to quality of prospective workers.

"Ease of access is really a government program. Now we are currently determining which sectors are the needs of our workforce. So that later training institutions can provide knowledge and increase skills around that," he said.

The Ministry of Manpower is also preparing other programs for Pre-Employment Cards, after which there will be socialization to the public.

Previously, the Coordinating Minister for Economic Affairs Airlangga Hartarto said that the Pre-Work Card will be launched in August 2020. In December 2019, the government plans to finalize the presidential regulation on the Pre-Work Card, in January 2020 the government targets the completion of the Project Management Office (PMO) or organizations that determine and maintain standards in Pre-Employment Card project management.

Then in February 2020 there will be socialization to the public through a networking site, then in March and April 2020 there will be trials in two cities, namely Jakarta and Bandung. The trial will be carried out on an application basis.

Previously, Minister of Manpower Ida Fauziah said there were eight ways to get a Pre-Work Card. First of all, prospective participants must register through kemenaker.go.id. "The principle of first in first serves. This means that those who register first will be able to attend vocational training earlier than those who register later," said Ida.

Second, the government will conduct an online selection process. The results will also be announced through the Ministry of Manpower's website. Third, if prospective participants pass the selection, they need to choose a vocational training institution through a website or application.

Fourth, participants will later take part in training of their choice, both face-to-face and online. The government will bear the training costs ranging from Rp. 3 million to Rp. 7 million. Fifth, after obtaining competency certification, you can take the competency test, the fee will be subsidized from the pre-employment card program up to IDR 90,000.

Sixth, participants will receive an incentive to prepare to apply for a job of Rp. 500,000. "Because they are job seekers they are not in financial status to look for vacancies," said Ida.

Seventh, participants will provide an assessment and evaluation of the training process that has been followed. Finally, participants must fill out a job survey which is carried out periodically to obtain data on whether they have found work or not.
