KKP Optimistic Of PP 85/2021 Potential To Raise PNBP And Give Small Fishermen Justice
JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) said that if the implementation of Government Regulation (PP) Number 85 of 2021 concerning Types and Tariffs of Non-Tax State Revenue (PNBP) would provide a sense of justice for small fishermen.
Head of the KKP Finance Bureau, Cipto Hadi Prayitno, said that the determination of the regulation also has the potential to increase state revenues from the marine and fisheries sector.
"We guarantee that the rules set can facilitate and fair doing business for the community, especially small fishermen," he said as quoted from the official website, Friday, September 17.
According to Cipto, the government's alignment with the lower class is proven by the elimination of levies in the field.
"The regulation, which was issued on August 19, 2021, even accommodates a tariff of 0 rupiah for small-scale fishery business actors," he said.
To note, the post-production PNBP withdrawal formulation is claimed to prioritize a sense of justice, where the amount of obligations paid is in accordance with the catch. Through this scheme, the ministry led by Sakti Wahyu Trenggono wants to suppress the occurrence of illegal levies on fishermen and fisheries businesses.
“Now we accommodate various people's wishes to be fairer, in which the levies are collected using a post-production system. And if later with the implementation of this PP there are still fees, please report to us, because with this system there will be no fees," he continued.
Meanwhile, the recipients of the Rp0 PNBP tariff are mainly given to fishermen, cultivators, and small-scale fishery business actors. Including for their children who want to continue their education in educational units under the auspices of the Marine and Fisheries Research and Human Resources Agency (BRSDM) KKP.
"The main accommodations are children of the main actors, which the PP mentions for small fishermen, small cultivators, small processors, small salt farmers, basically all small ones," he said.
For information, this latest PNBP levy regulation will take effect in all fishing ports in Indonesia in 2023. Meanwhile, currently only a few ports have implemented it and the status is still in a transition period from the old formulation.
Just so you know, PP 85/2021 will replace the previous PP, namely PP 75/2015. In the old regulation, it was stated that PNBP was withdrawn when processing ship permits.
In an editorial note, the Minister of Maritime Affairs and Fisheries Sakti Wahyu Trenggono targets an increase in PNBP of up to Rp12 trillion from natural capture fisheries resources until 2024.
