Honorary Workers In North Gorontalo Go On Strike, Cause Salary
GORONTALO - Head of the Department of Population and Civil Registration (Disdukcapil) of North Gorontalo, Gorontalo, Sarce Kandou said that the payment of salaries was the reason for the temporary strike in his work environment.
"Since Monday (13 September) several honorary or non-permanent employees (PTT) as operators and administration staff have been on strike. I mention several reasons because there are still 10 honorary people present on Monday, and 11 people today," he said, in Gorontalo quoted by Antara, Wednesday, September 15.
He admitted that he did not expect a strike to take place. However, if what is demanded is a right, it would be nice to first confirm with the leadership so that the best solution is found.
Even though there were strikes, service at the office and socialization in the sub-districts continued, although it is undeniable that service activities slowed down because the number of service personnel was reduced.
Sarce explained, there are 2 types of honorarium in Disdukcapil according to the decree, namely operator staff and administrative staff.
"The strike occurred because the operators demanded that the salaries of the administrative staff be given at the same time," he said.
However, this condition cannot be fulfilled because according to him, the salaries of administrative staff are only available until May 2021 and everything has been paid.
Meanwhile, until next December, according to him, the shortfall is still waiting for the budget in the Revised Regional Budget, and the authority to discuss it lies with the DPRD and the Finance Agency.
For operators, salary payments are still being made and are currently in the process of being billed for July to August.
"Probably on Thursday (September 16) salaries have been entered in their respective accounts," said Sarce.
His party continues to try to increase the salaries of honorary workers, either delivered directly to the regent or through the head of Bappeda and DPRD.
"Because their salaries are very small," said Sarce.
He made sure there were no salary deductions for honorary workers who came late to the office. However, those who are absent for 4 days will have their salary deducted by 10 percent and so on, it will increase according to the number of days of absence from work without notification.
"This is in accordance with the Regent's Decree on PTT's performance assessment. The billing process is carried out according to the amount that can be billed, or according to what will be received and transferred directly to their respective accounts, so that the amount of the deduction is not billed," he explained.
