KPK Employees Did Not Pass TWK Enticed To Move To Other Places But Must Resign First

JAKARTA - Employees of the Corruption Eradication Commission (KPK) who are declared ineligible or do not meet the requirements (TMS) for the National Insight Test (TWK) are lured to move to another place. However, they were asked to first sign a letter of application for distribution to the KPK leadership.

According to a VOI source, this offer was a follow-up to a KPK leadership meeting and several people had already been offered it by officials in the KPK structure. Especially, those who are not so loud.

Similarly, another source confirmed that several employees were offered to fill out a letter of application for distribution. However, it is not clear what the requirements and considerations for selecting certain employees will be because they will be offered via written message or telephone.

In addition, this distribution must begin with the submission of a letter of resignation to the head of the anti-corruption commission. The letter then became the basis for the KPK to issue a letter of respect for TMS employees who agreed to accept the offer.

Even so, the lure did not make dozens of employees who did not pass the TWK become tempted. They actually objected because of the lack of clarity about the program, especially regarding what positions would be given to whether this offer was valid for all employees declared by TMS.

Not only that, they are also compact to ignore the offer by not submitting a resignation letter as requested before signing the letter of application for distribution.

Previously reported, as many as 75 KPK employees were initially declared ineligible or did not meet the requirements in the TWK assessment process as a condition for the transfer of employee status. Of this number, 24 of them can be trained, although recently only 18 have participated in the training for State Defense and National Insight.

So the total number of employees who are considered unable to be trained and do not want to carry out training because their request for clarity on the results of the TWK has not been given is 56 people. Later, tens of these people will be fired at the end of October according to the implementation limit for the transfer of status.

However, they continued to do so, moreover, the implementation of this TWK was called maladministration and abuse of authority according to the findings of the Indonesian Ombudsman. Meanwhile, the findings of Komnas HAM stated that there were 11 human rights violations in the test.

These violations include violations of the right to justice and legal certainty; women's rights; the right not to discriminate; the right to freedom of religion and belief; right to work; and the right to security.

The next right that is violated is the right to information; right to privacy; the right to freedom of assembly and association; the right to participate in government; and the right to freedom of expression.

As a result of this violation, Komnas HAM issued five recommendations which were submitted to President Joko Widodo (Jokowi) as the highest authority holder and the highest civil service officer.

The contents of the recommendations include appointing employees who do not pass the TWK as ASN and restoring the good name of employees who are stigmatized as a result of this incident.
