The Ratification Of The 2020 APBD Accountability Raperda Is Colored By PDIP-PSI Interruptions Regarding Formula E
JAKARTA - The DKI Jakarta DPRD has ratified the Draft Regional Regulation (Raperda) concerning Accountability for the Implementation of the Budget and Expenditure Revenue (P2APBD) for the 2020 fiscal year into a Regional Regulation (Perda).
The plenary meeting, Wednesday, September 8, was chaired by the Deputy Chairman of the DKI DPRD from the PKS faction, Abdurrahman Suhaimi. Meanwhile, DKI Jakarta Governor Aniea Baswedan was represented by DKI Jakarta Deputy Governor Ahmad Riza Patria.
At the Ratification of the Raperda P2APBD in this plenary meeting, a number of DPRD members from the PDIP and PSI factions interrupted the question of the clarity of Formula E.
Initially, a member of the DKI DPRD from the PAN faction Farazandy Fidinansyah read the results of the Budget Agency discussion on the 2020 P2APBD Raperda.
Suhaimi, who chaired the plenary meeting, asked all members of the legislature present in the plenary session whether the Raperda could be ratified or not.
"We would like to ask the board's plenary meeting forum, can the Raperda on P2APBD Fiscal Year 2020 be stipulated as a regional regulation?" asked Suhaimi at the DKI DPRD Building, Wednesday, September 8.
PDIP faction member of the DKI DPRD Pandapotan Sinaga then turned on the loudspeaker on his desk and asked for an interruption. "The leader's interruption," said Pandapotan.
Pandapotan was given the opportunity to speak. Pandapotan asked the DPRD leadership to note that there were findings by the Supreme Audit Agency (BPK) regarding overpayments up to Formula E in the ratification of the P2APBD.
"Regarding BPK's findings, I found critical notes regarding overpayments, such as payments for KSO subsidies to Formula E. As a special note, we request that these notes be included in this plenary agenda," said Pandapotan.
After Pandapotan finished speaking, PSI Faction Secretary Anthony Winza also interrupted the plenary meeting. Anthony stated that PSI did not approve the ratification of the Raperda P2APBD because the DKI Provincial Government had not yet completed the BPK's recommendation on Formula E.
"We, the PSI faction, were asked whether the PSI faction also agreed to the responsibility for implementing the provincial government's budget in 2020, we couldn't agree," said Anthony.
The recommendation in question is about the BPK's request for the DKI Provincial Government to revise the feasibility study of Formula E because the commitment fee and bank guarantee fees have not been included in the expenses. Thus, giving rise to anomalies in the calculation of income and expenses.
"Until 2021 it has not been revised, instead an instruction has been issued to implement (Formula E) in 2022. How to carry out something whose feasibility study is not yet clear," he said.
The interruption did not end here, PDIP faction member Gilbert Simanjuntak also proposed an interruption. Gilbert urged Anies to form a special team to audit the use of the budget because there were many findings of overpayment in the 2020 financial statements.
"This is actually very fatal and should not be allowed to happen, because it comes from public money. This should be followed up with a special audit. It is hoped that in the future there will be no more cases of overpayment as happened before," said Gilbert.
Interrupt complete. Suhaimi then again asked the meeting participants about the ratification of this Raperda. "Once again I ask, can the Raperda P2APBD DKI for Fiscal Year 2020 be approved as a Regional Regulation?" asked Suhaimi.
"Agreed," answered the majority of the council members present.
"Thank you," said Suhaimi, tapping the hammer three times as a sign that the Raperda P2APBD was ratified.
