New Salary Assistance Distributed To 3.2 Million Workers From The Target Beneficiary Of 8.7 Million People, This Is The Explanation Of The Minister Of Manpower Ida Fauziyah

JAKARTA - The Minister of Manpower Ida Fauziyah said that the temporary realization of the distribution of the Salary Direct Cash Assistance (BLT) program or Wage Subsidy Assistance (BSU) 2021 has reached 3,251,563 workers or laborers. That number is 37.4 percent of the total target of 8.7 million BSU recipients.

Ida said, the 2021 BSU distribution process has now passed the third stage. In detail, stage I has been distributed to 947,436 recipients, stage II has been distributed to 1,145,598 recipients, and stage III has been distributed to 1,158,529 recipients.

"The distribution of BSU 2021 Phase I and Phase II is transferred directly to workers or workers receiving BSU who already have an existing account at one of the Himbara Banks, namely Bank Mandiri, Bank BRI, Bank BNI or Bank BTN," said Ida, in Jakarta, Tuesday, September 7th.

Meanwhile, continued Ida, the distribution of phase III is carried out through a collective account opening scheme (Burekol) for workers or workers receiving BSU who do not yet have an account at one of the Himbara Banks.

"Alhamdulillah, the distribution of BSU in the third phase through the burekol scheme has already started. Yesterday in Semarang, I had time to review the implementation of this burekol where the Himbara bank picked up the ball to companies whose workers or laborers who received BSU did not have a Himbara Bank account," he said.

Furthermore, Ida said this effort was made in order to maintain health protocols, to prevent crowds, and to simplify the process of activating burekol accounts. He also emphasized that BSU recipients were prioritized for workers/laborers who had not yet received the benefits of the Pre-Employment Card program, Micro Business Productive Assistance (BPUM), and the Family Hope Program (PKH).

"To mitigate the duplication of recipients and as an effort to make the BSU program right on target, we did match the data of prospective BSU recipients with the database of recipients of the Pre-Employment Card program, BPUM program, and PKH," he said.

Ida said, this was solely done so that the government's program in the context of PEN includes all community groups affected by the COVID-19 pandemic.

Ida also said that the process of monitoring the implementation of the BSU program was continuously carried out, one of which was by directly visiting the workers or laborers who received BSU benefits. The BSU itself is considered to help workers or laborers during this pandemic, especially for the PPKM recipients as an effort to suppress the spread of COVID-19.

"Most of the BSU are used by fellow workers or laborers to fulfill their basic household needs," he said.

As is known, the rules regarding salary BLT are contained in the Minister of Manpower Regulation or Permenaker Number 16 of 2021 concerning amendments to the Minister of Manpower Number 14 of 2020 concerning Guidelines for Providing Government Assistance in the Form of Salary or Wage Subsidies for Workers or Laborers in Handling the Impact of COVID-19.

The regulation states that recipients of BLT salaries are not recipients of other social assistance programs from the government. Then, another requirement is that workers earn less than IDR 3.5 million per month.

Then, Indonesian citizens (WNI) and working in areas that apply PPKM policies apply 3 and level 4. In addition, the recipient must be an active participant of BPJS Employment.
