DKI Jakarta Dispatches 5,000 ASN To Supervise Traditional Markets

JAKARTA - DKI Jakarta will continue the transitional PSBB from July 3 to July 16. One of the factors underlying the extension of the transitional PSBB is the high risk of transmission of the corona virus in traditional markets.

Based on data from the Indonesian market merchant association (Ikappi), market traders in Jakarta who are infected with COVID-19 have continued to increase since the beginning of the transitional PSBB period. Data as of July 5, there are 217 positive COVID-19 traders in Jakarta in 37 markets.

Therefore, starting today to July 19, the DKI Jakarta Provincial Government will tighten the COVID-19 protocol in the market by deploying 5,000 DKI State Civil Servants (ASN) from various regional work units (SKPD).

However, it is feared that monitoring of the COVID-19 protocol in the market will infect DKI ASN itself. Member of Commission A DPRD DKI, August Hamonangan, assessed that supervision by DKI employees actually saves the budget more than asking for help from other personnel. However, he said, this step was a patchwork policy, not a permanent solution.

"During the current pandemic period, there will be a fluctuating wave of COVID-19 cases. Because it is estimated that the vaccine will only be available for another 1 to 2 years. Therefore, I think that the deployment of thousands of civil servants is a high-risk reactive decision," August said to journalist, Sunday, July 5.

Even so, that does not mean August is against the surveillance policy of ASN ranks in the market. He said, deploying officers to the market must be accompanied by special protocol provision.

In addition, said August, the DKI Jakarta Provincial Government must provide adequate equipment and ensure that ASN's health conditions are not sick.

What should be noted is that the ASN recruitment process has been designed from the start with different qualifications for each field. There are those who meet the qualifications to work in the field, some are not.

"You can't just pick up ASN and then be plunged into watching the market. Non-field civil servants should not be deployed to protect the market. The DKI Provincial Government must optimize the role of field officers, such as Satpol PP and Transportation Service," he said.

In response to this, the Head of the DKI Chaidir Regional Personnel Agency did not directly guarantee that his employees were protected from the transmission of COVID-19. However, he said, ASN would maintain the implementation of the COVID-19 protocol such as wearing masks, maintaining distance, and washing hands frequently. Both for them, and for the people they supervise.

"Their job is that they only supervise the community whether they use health protocols or not when they go to the market. That's all. No need to use protocols such as hospitals. Just wear a mask, then use the hand washing facilities," explained Chaidir.

Form of supervision

The transfer of ASN to supervise around 300 markets is stated in the letter of assignment of the DKI regional secretary number 554 / -081 concerning monitoring of monitoring activities and enforcement of community activities during the PSBB transition period towards a healthy, safe and productive society.

ASN criteria that are deployed under surveillance are those who are under 50 years of age, are not pregnant, are in good health, and do not have comorbid factors such as heart disease, diabetes, and asthma.

Market monitoring takes place every day, from Monday to Sunday from 07.30 WIB until finished. The uniform worn is daily official clothing accompanied by a sign "PSBB supervisor".

Supervision is coordinated by the DKI Jakarta Industry, Trade, Cooperative and Small Micro and Medium Enterprises Office. Supervision is carried out by 5,000 ASN. Meanwhile, special enforcement is carried out by Satpol PP.
