PDIP Hopes That Other DPRD Factions Will Be Inspired To Take Part In The Interpellation Of Unveiling The Loss Data On Formula E
JAKARTA - The PDIP faction of the DKI DPRD revealed simulation data regarding the expenditure of Formula E if it is later implemented. In the plan, Formula E will be held for 3 seasons starting in 2022.
The chairman of the PDIP faction of the DKI DPRD Gembong Warsono estimates that the implementation of Formula E from start to finish will waste a budget of Rp. 4.483 trillion.
Even though there are a number of advantages, Formula E will still lose IDR 1.3 trillion. Because the benefits are not balanced with the costs. From this potential loss, Gembong hopes that other factions will change their minds to participate in the interpellation.
It is known that seven factions other than PDIP and PSI in the DPRD said they disagreed with the proposed Interpellation Rights Formula E. Thus, only 33 DRPD members from PDIP and PSI submitted the proposal.
The DPRD will still hold a plenary meeting to determine whether the interpellation can be held. In order for the interpellation to take place, the DPRD members present at the plenary meeting must meet a quorum of 50 percent + 1 or as many as 54 DPRD members. Therefore, PDIP and PSI lobbied DPRD members from other factions to participate in plenary meetings.
"Hopefully this will be able to influence all members of the 7 factions. We hope so, because we are rationalizing, why is PDIP so insistent on using the right of interpellation or the right to ask questions," said Gembong, Tuesday, August 31.
Gembong said that interpellation is the right of the DPRD to request information from the Governor regarding important and strategic local government policies, and have broad impacts. He considered, this right is inherent in all members of the DPRD.
"The right to ask questions is inherent in all members of the DPRD. Why won't people use it? Meanwhile, in front of our eyes, the provincial government's policy today in the context of implementing Formula E doesn't feel right at a time when the people of Jakarta are having difficulties due to the COVID-19 pandemic," he said. he.
Disadvantages of Formula EMember of the PDIP faction of the DKI DPRD, Manuara Siahaan, explained the calculation of the budget issued from the DKI Regional Budget if the Governor of DKI Jakarta Anies Baswedan insisted on implementing Formula E. He said, Formula E for 5 seasons would waste a budget of Rp. 4.483 trillion.
"There is the potential to waste a budget of Rp4.48 trillion, which consists of a commitment fee of a total of Rp.2.3 trillion, implementation costs of Rp.1.2 trillion, and a bank guarantee of Rp.890 billion," said Manuara.
This calculation, said Manuara, does not refer to the feasibility study for Formula E which was previously made by PT Jakarta Propertindo (Jakpro).
This is because the feasibility study for Formula E made by the DKI Provincial Government does not include a commitment fee component for 5 years and a bank guarantee, so it appears that there is a potential economic benefit of Rp. 2.579 trillion.
In fact, the commitment fee and bank guarantee are charged from the APBD. So, like it or not, it has to be included in the expenses. If that component is included, Formula E will lose out.
"If Formula E is enforced in 2022, because the nature of the event is multi-year, then cumulatively at the end of the event it will see a loss of IDR 1.3 trillion," explained Manuara.
Furthermore, Manuara said that the Supreme Audit Agency (BPK) had recommended the DKI Provincial Government to revise the preparation of a feasibility study by including the commitment fee and bank guarantee components, as well as considering the pandemic conditions. However, until now, the improvement of the feasibility study has not been submitted to the DPRD.
"This is what sparked us as members of the council in charge of guarding people's money. Do not let this money be spent carelessly. Because the facts show that the results of the BPK audit regarding the underlying feasibility study do not reflect comprehensive financing," he concluded.
