Jakpro Does Not Include Commitment Fee In Feasibility Study Of Formula E, PDIP: Potential To Waste IDR 4.48 Trillion Of Budget
JAKARTA - The PDIP faction of the DKI DPRD explained the calculation of the budget issued from the DKI Regional Budget if the Governor of DKI Jakarta Anies Baswedan insisted on implementing Formula E.
Manuara Siahaan, a member of the PDIP faction of the DKI DPRD, said that Formula E, which was planned to be held for 5 seasons, would waste a budget of Rp. 4.483 trillion. This is what makes PDIP propose the right of interpellation.
"There is the potential for a budget waste of Rp4.48 trillion, which consists of a commitment fee of a total of Rp.2.3 trillion, implementation costs of Rp.1.2 trillion, and a bank guarantee of Rp.890 billion," said Manuara at the DKI DPRD Building, Tuesday, August 31.
This calculation, said Manuara, does not refer to the feasibility study for Formula E which was previously made by PT Jakarta Propertindo (Jakpro).
This is because the feasibility study for Formula E made by the DKI Provincial Government does not include a commitment fee component for 5 years and a bank guarantee, so it appears that there is a potential economic benefit of Rp. 2.579 trillion.
In fact, the commitment fee and bank guarantee are charged from the APBD. So, like it or not, it has to be included in the expenses. If that component is included, Formula E will lose out.
"If Formula E is enforced in 2022, because the nature of the event is multi-year, then cumulatively at the end of the event it will see a loss of IDR 1.3 trillion," explained Manuara.
Furthermore, Manuara said that the Supreme Audit Agency (BPK) had recommended the DKI Provincial Government to revise the preparation of a feasibility study by including the commitment fee and bank guarantee components, as well as considering the pandemic conditions.
However, until now, the improvement of the feasibility study has not been submitted to the DPRD.
"This is what sparked us as members of the council in charge of guarding people's money. Do not let this money be spent carelessly. Because the facts show that the results of the BPK audit regarding the underlying feasibility study do not reflect comprehensive financing," he explained.
Therefore, currently Manuara admits that PDIP is inviting members of other factions to participate in conducting the interpellation. The interpellation application letter has been sent.
However, it doesn't stop there. The DPRD will still hold a plenary meeting to determine whether the interpellation can be held. In order for the interpellation to take place, the DPRD members present at the plenary meeting must meet a quorum of 50 percent + 1 or as many as 54 DPRD members.
Currently, there are only 33 DPRD members from two factions who have proposed the interpellation of Formula E. Therefore, PDIP and PSI will lobby DPRD members from other factions to participate in plenary meetings.
