There Is An Allegation Of Corruption In The Procurement Of Medical Devices At The Sumbawa Hospital, The NTB Prosecutor's Office Moves Thoroughly On Report Files

NTB - The West Nusa Tenggara High Prosecutor's Office (Kejati NTB) is investigating the project for the procurement of medical devices (alkes) and budget management that flows to Health Services (Jaspelkes) in 2020 at the Sumbawa Regional General Hospital (RSUD).

Spokesperson for the NTB Prosecutor's Office, Dedi Irawan, confirmed that the investigation of the two items sourced from state funds was based on the report.

"It is true that there were complaints about the alleged budget irregularities based on public reports," said Dedi in Mataram, Antara, Friday, August 20.

The report file is still in the process of being reviewed by the NTB Prosecutor's Office Intelligence Team.

"Yes, it is still under investigation by the intelligence team. Because the location is in Sumbawa, coordination is also carried out with the Sumbawa Kejari," he said.

In his report, he described the procurement of medical equipment DRX Ascend System whose value reached Rp1.49 billion. There is also Mobile DR worth IDR 1.04 billion. The procurement of goods and services is carried out using a direct appointment mechanism.

There are allegations that the mechanism is in conflict with Sumbawa Regent Regulation No. 16/2015 concerning PBJ at the Sumbawa Regional Hospital BLUD and Presidential Decree No. 16/2018 concerning Government PBJ.

Next for the budget management items that flow to Jaspelkes. There is an abuse of authority in employee remuneration which includes the Jaspelkes component.

In his report, the Director of the Sumbawa Hospital is said to be privileged with a 5 percent share of the total Jaspelkes.

The legal basis refers to the Regulation of the Sumbawa Regional Hospital No. 82/2021 concerning the Division of Jaspel at the Sumbawa Hospital. In fact, for this Jaspelkes arrangement, it must refer to Permendagri Number 79/2018 concerning BLUD which contains rules for the distribution of remuneration using regional head regulations, not hospital director regulations.

Meanwhile in the previous Perdir RSUD Sumbawa, the amount of Jaspelkes included the leadership element receiving remuneration from Jaspelkes with a total of 5 percent which was further divided into 3 percent for the director's performance; 0.77 percent of the performance of the head of TU; 0.73 percent of the performance of the service head; and 0.5 percent of the performance of the nursing head.
