Aceh DPR Rejects 2020 APBA Accountability Draft, Banggar Highlights Special Staff And Governor's Advisory Budget

BANDA ACEH - The Budget Agency (Banggar) of the Aceh DPR (DPRA) did not approve the Accountability Report (LPJ) of the 2020 Aceh Revenue and Expenditure Budget (APBA). This was because many activities were deemed not on target.

"Therefore, the Aceh DPR's Budget Agency cannot agree/approve the draft qanun for the implementation of the 2020 APBA," said spokesman for the Aceh DPR Banggar, Azhar Abdurrahman, in Banda Aceh, quoted by Antara, Thursday, August 19.

Azhar said that the accountability of the 2020 APBA which has been stated in the results of the examination/audit in the LHP-BPK RI which generally concerns Aceh's macroeconomic performance, Aceh's financial management has found many problems and shortcomings.

At least, said Azhar, in the BPK LHP there were 30 main findings that needed to be followed up by the Aceh Government. Likewise with problematic project activities that have been targeted by law enforcement officers such as the procurement of Aceh Hebat 1, 2, and 3 ships, as well as multi-year projects.

Then, said Azhar, the use of regional budgets prioritizes apparatus costs, for example for special staff and special advisors to the Governor of Aceh which amounted to Rp. 6.3 billion, as well as assistance for other social organizations that do not consider the principle of justice and have no legal basis.

"Macroeconomic performance, when viewed based on campaign promises as outlined in the 2017-2022 RPJMA, is still far between expectations and reality," he said.

Azhar said that all the visions and missions of Great Aceh, which were originally aimed at the welfare of the Acehnese people, were not achieved in the fourth year of Governor Nova Iriansyah's leadership. The proof, until now, Aceh is still crowned as the poorest area in Sumatra and ranked sixth in Indonesia.

"Aceh's financial management is very chaotic, as happened in the 2020 fiscal year, where Aceh's SILPA reached Rp3.96 trillion," said the Aceh Party politician.

In addition, continued Azhar, the shift in the refocusing budget was carried out four times through amendments to the Aceh Governor's Regulation regarding the elaboration of the 2020 APBA carried out without notification to the Aceh DPR as regulated in statutory provisions.

Furthermore, the Aceh DPR's Budget Board also found that many programs and activities were not on target. Especially at the Aceh Education Office, Transportation Service, PUPR Service, Irrigation Service, Perkim Service, so that it is very detrimental to Aceh, and is contrary to various provisions.

Azhar added that the Aceh DPR Banggar also found that the allocation and use of Aceh's special autonomy funds were not in accordance with Law Number 11 of 2006 concerning the Government of Aceh (UUPA) and Aceh Qanun Number 2 of 2008 concerning Procedures for Allocating Additional Oil and Gas Revenue Sharing Funds and the Use of Oil and Gas Revenue Sharing Funds.
