Refuting PSI's Claim About Agreeing With Anies Interpellation
JAKARTA - The chairman of the PDIP faction of the DKI DPRD Gembong Warsono denied the PSI faction's claim that his party agreed to propose the council's interpellation right to DKI Jakarta Governor Anies Baswedan.
In this case, PSI said that his party and PDIP would join forces to propose an interpellation right to summon Anies and question the clarity of the plan to organize Formula E.
In fact, said Gembong, the PSI faction has not yet officially communicated about the proposed interpellation right.
"We haven't reached the interpellation stage yet. We haven't even communicated yet. Yes, it's okay for him to claim that. However, the official position of the PDIP Faction is the autonomy of the PDIP Faction, not PSI to decide," said Gembong when contacted by VOI, Friday, August 13.
However, this does not mean that the PDIP will accept Formula E for granted. Gembong said, PDIP is currently still waiting for the DKI Provincial Government to conduct a feasibility study on the implementation of Formula E in 2022.
The previous feasibility study has been prepared by the BUMD PT Jakarta Propertindo. However, the Supreme Audit Agency (BPK) asked Jakpro to revise the existing study by taking into account the conditions of the COVID-19 pandemic.
In the feasibility study, Jakpro is required to project the amount of expenditure to roll out Formula E along with the economic impact or profit generated.
"In order to be able to hold the event, PT Jakpro uses regional capital participation (PMD). Therefore, PMD, we ask first what kind of study? What are the benefits for the people of Jakarta? What are the economic benefits? What are the others? "said Gembong.
Later, if the feasibility study has been submitted to the DPRD, the members of the council will consider whether they approve of the Formula E budget being disbursed.
This will be discussed in the discussion of the revision of the regional medium-term development plan (RPJMD) for 2020-2022.
"For example, later during the discussion, it turns out that all factions agree or are included in the RPJMD, it means that Formula E 2022 is impossible to implement. This means that there may also be no need for interpellation, but the implementation of Formula E is not implemented," he explained.
Previously, PSI would propose an interpellation because it did not agree with Anies' move to make the Formula E racing event one of the priority agendas for 2021-2022. This is stated in the Instruction of the Governor of DKI Jakarta Number 49 of 2021.
In DKI Regional Regulation Number 1 of 2014 concerning the Regulations of the DKI DPRD, the right of interpellation is proposed to the leadership of the DPRD. The form of the right of interpellation this time is a plenary meeting by summoning the Governor.
The PSI faction has eight members. Meanwhile, the requirement to apply for the right of interpellation is at least 15 members of the council and must have more than one faction. This means that PSI must lobby other party factions to make their wishes come true.
The chairman of the DKI Jakarta PSI DPW Michael Victor Sianipar claimed the PDIP faction agreed with the interpellation proposal. Thus, the requirements for the number of members who propose will be met.
“I am sure that just like us, PDIP will also voice criticism towards Pak Anies. We hope that the criticism is concrete, that is, we both carry out interpellations. Two factions are enough. If PDIP is really serious and firmly wants to summon Mr. Anies, with the combined support of PSI, this interpellation will definitely take place," said Michael.
