The social assistance in the form of 3,000 packages of rice is a program from the Indonesian Ministry of Social Affairs.
When checked, the rice that was packaged with the words "Indonesian Ministry of Social Affairs Emergency PPKM Rice Aid" was yellow and had fleas.
"So earlier we found that the quality of this aid rice was not good, but in fact there are also many government aid programs whose rice quality is good, including those from Bulog that are good," said the Deputy Governor.

At that time, Deputy Governor Emil requested that the aid not be distributed in advance. In the next few days, Emil ensured that replacement rice would be sent immediately to be further distributed to the people in Bangkalan Regency.
"This is what I called Mr Alwi (Kadinsos East Java), which means that in a matter of days the replacement must arrive, because the community is already waiting," he said, explaining.
According to Emil, problems must be overcome together. The role of the local government is very important in assisting the escort of programs that come from the Central Government.
"This is a joint work, the Ministry of Social Affairs takes care of all of Indonesia and the Ministry of Social Affairs will be happy, knowing there is this finding. We found this because the local government was indeed asked by the Ministry of Social Affairs to help oversee the distribution of social assistance. Therefore, the role of local governments is important, so please understand that local governments must can help the Ministry of Social Affairs oversee this program," he said.
The former Regent of Trenggalek also hopes that similar incidents will not happen again in the entire East Java region.
The case of locust rice in Bangkalan is only part of it, because in several other districts the quality is good.
"Please remember, from all over East Java there are problems in several areas, so others receive rice of good quality. But this small but problematic one must be dealt with quickly," he said.
"We also believe that if this has something to do with the trust from a bad supplier, the Ministry of Social Affairs will take action, I'm sure," he said.
In addition, Emil really appreciates the quick response from the Bangkalan Regency Government and hopes that this kind of communication will continue to run well.
Finally, Emil also said that anticipation must be done in seeing the problems that occur because this relief operation is carried out simultaneously by involving various sources.
"The anticipation is that we will collect all this data and make sure the supplier, if it's true that the problem is from the provider, yes, they must receive sanctions so that it doesn't happen again," he said.
