Aceh Prosecutor's Office Investigate Corruption In Procurement Of Land Certificates For The Poor
BANDA ACEH - The Aceh High Prosecutor's Office (Kejati) is investigating indications of corruption in the procurement of land certificates for the poor at the Aceh Land Office with a value of more than Rp. 2.9 billion.
Head of the Legal Information and Public Relations Section of the Aceh Attorney General's Office, Munawal Hadi, said that the investigation into the indications of corruption had been increased from an investigation to an investigation stage.
"However, investigators have not named a suspect. In this case, investigators have revealed the alleged state loss of Rp 1.75 billion," said Munawal Hadi, quoted by Antara, Tuesday, August 3.
Munawal Hadi said that the Aceh Government through the Aceh Land Office in the 2019 budget year carried out land certification work for the poor amounting to more than Rp. 2.9 billion.
The land certificates for the poor are located in Aceh Tamiang District, East Aceh District, North Aceh District, Lhokseumawe City, Pidie District, and Pidie Jaya District.
The target of this activity, said Munawal Hadi, is to produce 2,200 land certificates for the poor and 200 certificates for assets owned by the government. Based on the budget implementation document (DPA), the work is carried out in three parts
"Among the work meetings at five-star hotels in Banda Aceh. From the working meeting an executive committee was formed. The work meeting was carried out by direct appointment without going through the SPSE to the procurement provider," said Munawal Hadi.
Munawal Hadi said the next job was to certify the land of the poor. However, there was a change in the budget from Rp2.9 billion to Rp2.7 billion with a target of 1,553 land certificates.
"However, the implementation of the work was not carried out according to the implementation instructions, such as no certificate team, verification team, or preparatory working group," said Munawal Hadi.
The work, said Munawal Hadi, was only carried out by staff from the Aceh Land Office and the city district land office based on data on prospective recipients from the city district land office.
In carrying out the work, said Munawal Hadi, there was an official travel assignment letter outside the activity location that had been set in the DPA. The assignment outside the location and not in accordance with the DPA was carried out because of the collaboration between the Head of the Aceh Land Office and the head of the city district land office.
"The realization of the work only resulted in 1,113 land certificates for the poor. Meanwhile, 1,553 certificates must be made," said Munawal Hadi.
From the results of the investigation, Munawal Hadi said, it was found that the names of the beneficiaries were not listed in the integrated database or the survey results of the poverty alleviation acceleration team.
"The work on land certificates for the poor is suspected to have violated the provisions of the applicable laws and regulations and indicated a loss of state finances amounting to Rp1.7 billion," said Munawal Hadi.
