Beware Of New COVID-19 Case Clusters Emerging After Opening Of Tourist Attractions In Jakarta
JAKARTA - A number of tourist attractions in DKI Jakarta will be opened during the transitional large-scale social restrictions (PSBB) implementation. The plan, this tourist spot will be opened on June 20.
Taman Impian Jaya Ancol, for example, will open and serve visitors on Saturday, June 20. They provide special discounts for visitors during June.
President Director of PT Taman Impian Jaya Ancol, Teuku Sahir Syahlali, has arranged a health protocol to welcome visitors.
"The regulation is called SSBB or Happy Together," Sahir said as quoted from his written statement, Friday, June 12.
SSBB is a rule that is applied in the Ancol tourist area to ensure that all visitors can have fun but remain safe and healthy. This regulation must be followed by all visitors, officers, and employees of Taman Impian Jaya Ancol.
SSBB regulates restrictions on the number of visitors to 50 percent of normal capacity and does not allow children under five years of age, pregnant women, and seniors over 50 to have recreation in Ancol. In addition, Ancol visitors are required to make non-cash payments.
"Ticket purchases can be made through www.ancol.com or official ticket sales partners in collaboration with Ancol. Visitors are also required to make a reservation before visiting. Especially for visitors who buy tickets on the Ancol website, the date of arrival can be selected from the time of purchase," he explained.
Furthermore, visitors to Ancol will have their body temperature checked at the Ancol gate and the tourist unit. Those whose temperature is above 37.3 degrees Celsius are not allowed to enter the Ancol area. And, while in the Ancol area, wajob visitors cover their nose and mouth with a mask. They are also required to maintain a distance of 1.5 to 2 meters.
The opening of a tourist unit in the Ancol area will be carried out in stages. The first units to be opened first are the beach area, Allianz Ecopark, Art Market, Fantasy World (Dufan), Ocean Dream Samudra, and Sea World Ancol as well as the Putri Duyung Resort restaurant and lodging.
"Meanwhile, for recreation, Atlantis Water Adventures is prepared to be opened at a later stage," he said.
Management also makes adjustments to the operating hours of the tourism unit. The main gate and the coastal area are open from 06.00 WIB to 20.00 WIB.
Meanwhile, Dufan will be open from 10.00 WIB to 18.00 WIB. Meanwhile, Ocean Dream Samudra and Sea World Ancol will be open from 09.00 WIB to 17.00 WIB.
"The operating hours are valid Monday to Sunday and also on National Holidays," he explained.
Furthermore, Ragunan Wildlife Park will also open again. It is planned that the opening of the first phase will be held on 20-28 June. There are a number of new rules according to the health protocol that have been prepared. One of them is to limit visitors.
Head of the Ragunan Promotion Committee, Ketut Widarsana, said that visitors must register online first before getting an entrance ticket to Ragunan.
"The maximum number of visitors is 1,000 people per Tuesday to Sunday. On Monday, animal holidays are still enforced, they do not receive visits," said Widarsana in his written statement.

Opening tourist attractions is not a priorityUniversity of Indonesia Public Policy Researcher Defny Holidin said there should be a priority scale regarding the sectors that were opened during the transitional PSBB period. According to him, the sector that was opened should prioritize meeting the personal and basic needs of the people of Jakarta, such as basic food needs, daily non-food support needs, and schools.
"Of course, the entertainment sector does not meet the high or primary criteria as above," Defny told VOI via text message, Thursday, June 11.
The opening of this tourist spot has the potential to become a cluster for the spread of COVID-19. He considered, the opening of this tourist spot should be postponed first.
"It should be postponed until high priority or primary sectors can run adaptively smoothly during the transition period without creating new centers in the spread of COVID-19," he said.
Epidemiologist from Australia's Griffith University Dicky Budiman assessed that tourist attractions and clubs or nightlife spots should be positioned as the most recently opened locations during the easing period. The reason is, tourist attractions tend to have the potential to become densely populated areas which will make it difficult to control the transmission of the corona virus.
"It takes high awareness from the public with education and previous socialization. In addition, it requires strict rules and supervision," said Dicky.
Without strict regulations, tourist attractions have the potential to become new locations for COVID-19 transmission in the community. So, it is right for the DKI Jakarta Provincial Government to postpone the opening of tourist attractions.
"If there is no other choice to postpone, yes, like it or not you have to limit the number of visitors. I suggest online registration so that the numbers are controlled and recorded if needed for tracing cases," he said.
Dicky suggested that visitors who come to tourist attractions can register at the entrance. During the registration process, staff at tourist attractions must provide education to visitors regarding health protocols such as wearing masks, maintaining distance, the maximum group is only five people, and no elderly people, pregnant women, and no babies. Visitors who come must have their body temperature checked and the conformity of the data registered during online registration.
Meanwhile, for tourist locations, it must meet the requirements of providing information, distance marks, hand sanitizers or hand washing stations, sufficient number of officers, and providing health posts.
"There must be an evaluation and strict sanctions if visitors are proven to have committed violations," he said.
Dicky also suggested that tourist attractions only provide food to eat outside of restaurants and prohibit the sale of alcoholic drinks.
In addition, tourist attractions must also limit operational time and limit visiting times to no more than four hours. The managers of tourist attractions must also clearly make specific routes in and out for visitors.
"For beaches, currently in general the regulations in various countries are only 40 people per 1,000 square meters," he said.
Finally, he asked that the opening of indoor tours should be postponed first. "The risk (indoor tourism) is much greater than outdoor tourism," he concluded.
