DPRD To Discuss 2017-2022 Anies Program Targets That Were Not Achieved In The RPJMD Due To The Pandemic

JAKARTA - The Provincial Government (Pemprov) has submitted a draft proposed amendment to the 2017-2022 Regional Medium-Term Development Plan (RPJMD) to the DPRD.

This was conveyed in the plenary meeting of accountability for the implementation of the 2020 budget year budget which was held at the DKI DPRD Building, yesterday.

This change in a number of programs in the RPJMD during the leadership of DKI Jakarta Governor Anies Baswedan was made because many targets were not achieved due to the COVID-19 pandemic.

As a follow-up, Deputy Chairperson of the DKI DPRD, Abdurrahman Suhaimi, said that his party would discuss further regarding this RPJMD amendment document. In particular, examining indicators that could not be achieved during Anies' leadership.

“There are several things that need to be changed in those indicators. So it will be checked and reviewed again from the Governor's remarks earlier," said Suhaimi in a statement quoted from the official website of the DKI DPRD, Friday, July 30.

Suhaimi said these discussions would be reviewed in depth by the leaders and members of the council in all factions and the Council's Apparatus (AKD).

"So, the Bapemperda (Regional Regulatory Formation Agency) will criticize it and of course the factions will provide their views, and the commissions will also definitely provide input," he said.

In the explanation of the 2017-2022 DKI RPJMD Amendment delivered by Deputy Governor Ahmad Riza Patria, at least the policy is based on the recession that occurred due to the impact of the COVID-19 pandemic.

In 2020, Jakarta's economy will contract to minus 8.33 percent (YoY). Then, it gradually improved to minus 3.89 percent in the fourth quarter, which indicates the economy is still below the normal level.

In addition, changes to the RPJMD also refer to changes in national policies, namely Presidential Decree No. 18 of 2020 concerning the National Medium-Term Development Plan (RPJMN) for 2020-2024.

Also, Permendagri Number 90 of 2019 concerning the Calcification of the Codefication and Nomenclature of Regional Development Planning and Finance, then the Minister of Home Affairs Decree Number 050-3708 of 2020 concerning the Verification and Validation Results of the Clarification of the Clarification Update and the Nomenclature of Development Planning and Regional Finance.

Some of the indicators that have been changed include reorienting the direction of development policies to the vision and development policies of the City of Jakarta, adjusting macro assumptions based on input from Bank Indonesia, BPS DKI and INDEF, as well as adjusting indicators and development performance targets for the period 2020 to 2022.
