From Soekarno-Hatta Airport To Jakarta, You Must Use SIKM
JAKARTA - Head of DKI Jakarta Transportation Agency, Syafrin Liputo, emphasized that people traveling by airplane to Soekarno Hatta Airport and going to Jakarta are still required to have an exit and entry permit (SIKM).
"Until now, SIKM is still being applied to people (from outside Jabodetabek, red) who will enter Jakarta, including from Soekarno Hatta Airport," said Syafrin when contacted, Thursday, June 11.
Syafrin said, SIKM remains in effect as long as there is no change from Governor Regulation Number 47 of 2020 which regulates traveling activities in and out of Jakarta.
Although, currently the Minister of Transportation Budi Karya Sumadi has issued Permenhub Number 41 of 2020 concerning transportation control in the context of preventing the spread of COVID-19.
In the Permenhub, everyone can travel with a number of conditions, such as personal identity, PCR examination results or COVID-19 rapid tests, or influenza symptom-free certificates for areas that do not have corona virus screening facilities.
There is no SIKM requirement in the Permenhub which was issued on June 8. Senior Manager of Branch Communication and Legal of Soekarno-Hatta Airport, Febri Toga Simatupang, also said that his party no longer checks SIKM in airports.
However, Syafrin emphasized that DKI has its own regional authority in limiting who will enter Jakarta.
"If the departure trip at Soekarno-Hatta Airport (from Jakarta) is of course the regulation at Angkasa Pura. But, for people who will enter Jakarta, of course we will check SIKM," said Syafrin.
Currently, DKI has implemented a transitional PSBB period. The SIKM examination is still carried out with the location of the examination being pulled back.
Previously, checking SIKM was extended outside Jakarta, namely the Bodetabek area (Bogor, Depok, Tangerang and Bekasi). Now, checking SIKM is only in the border area between DKI and Bodetabek.
"After June 7, we pulled back the check, which was carried out at the border of the Jakarta administration area with Bodetabek. So, SIKM is still a must-have," he explained.
For information, the legal basis regarding SIKM is contained in Governor Regulation Number 47 of 2020 concerning Restrictions on Travel Out and / or Entering the DKI Jakarta Province.
Article 4 paragraph 3 of Pergub 47/2020 states that the prohibition of traveling outside or entering the province of DKI Jakarta without having an SIKM only applies to people who do not have a non-Jabodetabek ID card. Meanwhile, residents who live and have a Jabodetabek ID card can still freely travel within the Jabodetabek area.
