PPKM Level 4 Extended With Easing For Small Traders, Minister Of Home Affairs: MSMEs Have Enough Impact

JAKARTA - The government has officially extended the implementation of Level 4 restrictions on community activities (PPKM) in Java-Bali and a number of other areas. The extension of PPKM Level 4 to August 2 includes easing restrictions on activities for small traders.

The Minister of Home Affairs (Mendagri) Tito Karnavian said the reason the government relaxed the restrictions was because PPKM had an impact on the economic conditions of MSME actors.

"Indeed, there have been slight changes, the most important of which is the activities for MSMEs. We know that MSMEs have quite an impact," Tito said in a virtual press conference, Monday, July 26.

However, Tito said that the activities of a number of MSMEs such as barbers, street vendors and hawkers were never banned from operating. It's just that at this time they were emphasized to implement strict health protocols.

"We emphasize here that it can be carried out with the regulation of each local government with strict health protocols," said Tito.

It is known, the extension of PPKM Level 4 was ratified in the Instruction of the Minister of Home Affairs Number 24 of 2021 concerning the Implementation of PPKM Level 4 and Level 3 COVID-19 in the Java and Bali Regions. PPKM Level 4 in Java-Bali applies to 95 districts/cities, while 33 districts/cities are included in PPKM Level 3.

PPKM Level 4 is also implemented in 45 districts outside Java and Bali. This was ratified in the Instruction of the Minister of Home Affairs Number 25 of 2021.

There are a number of rules that are adjusted or relaxed in the middle of PPKM Level 4. One of them is that people can eat on the spot when they are in a tent stall, but it is limited to 20 minutes.

Furthermore, street vendors, grocery stores, voucher agents or outlets, barbershops, laundry, hawkers, small workshops, vehicle washers, and other similar small businesses are allowed to open with strict health protocols until 21.00.

Next, the people's market that sells basic needs for daily needs may open as usual with strict health protocols. Meanwhile, people's markets that do not sell basic necessities are allowed to open with a maximum of 50 percent of visitors and operate until 15.00.

The following are the details of the PPKM Level 4 rules:

1. The implementation of teaching and learning activities is carried out online.

2. The implementation of activities in the non-essential sector is applied 100 percent WFH.

3. Implementation of activities in the essential sector operates by 50 percent of the staff. Then, it is essential for the government sector to provide public services that cannot be delayed, the implementation will be applied to a maximum of 25 percent of staff.

4. Implementation of activities in the critical sector can operate 100 percent of the staff.

5. Supermarkets, people's markets, grocery stores and supermarkets selling daily necessities are limited to operating hours until 20.00 local time with a capacity of 50 percent of visitors.

6. Pharmacies and drug stores can be open 24 hours.

7. People's markets that sell non-daily necessities can operate with a maximum capacity of 50 percent and operating hours until 15.00 local time.

9. implementation of eating/drinking activities in public places: a. Food stalls/warteg, street vendors, hawker stalls and the like are allowed to open with strict health protocols until 20.00 local time with a maximum of 3 visitors eating at the place and a maximum meal time of 20 minutes.

b. Restaurants/restaurants, cafes located in closed buildings/shops, both in separate locations and in shopping centers/malls, only accept delivery/take away and do not accept dine-in.

10. Activities at shopping centers/malls/trade centers are temporarily closed except for access for store employees who serve online sales with a maximum of 3 people per shop, restaurant, supermarket, and supermarket.

11. Implementation of construction activities for public infrastructure (construction sites and project sites) operates 100 percent.

12. Places of worship do not hold congregational worship/religious activities during the period of implementing PPKM and optimizing the implementation of worship at home.

13. Public facilities (public areas, public parks, public tourist attractions and other public areas) are temporarily closed.

14. Art, culture, sports and social activities (locations of arts, culture, sports facilities and social activities that can cause crowds and crowds) are temporarily closed.

15. Public transportation (public transportation, mass transportation, taxis (conventional and online) and rental/rental vehicles) is enforced with a maximum capacity setting of 50 percent by implementing stricter health protocols

16. Wedding receptions are cancelled.

17. Domestic travelers who use private cars, motorbikes and long-distance public transportation (airplanes, buses, ships and trains) must show a vaccine card (at least the first dose of vaccination), show H-2 PCR for aircraft and Antigen (H-1) for transportation modes of private cars, motorcycles, buses, trains and ships.

18. Continue to wear a mask correctly and consistently when carrying out activities outside the home and it is not allowed to use a face shield without wearing a mask.

19. The implementation of PPKM at the RT/RW, village/kelurahan and sub-district levels will continue to be implemented by activating command posts at each level by looking at the zoning criteria for regional control.
