MenPAN-RB: ASN Must Submit To The Pancasila Ideology
JAKARTA - Minister of Administrative and Bureaucratic Reform (MenPAN-RB) Tjahjo Kumolo emphasized that all of his subordinates must submit to the state ideology, namely Pancasila.
According to him, Pancasila must be maintained so that Indonesia's existence as a nation and state is maintained. Therefore, he ordered the entire state civil apparatus (ASN) to always carry out the values that exist in Pancasila.
"The state civil apparatus must be firm and straightforward, must firmly believe in the state ideology, namely Pancasila, which every decision making by ASN must describe the implementation of the values contained in Pancasila," said Tjahjo in a webinar Commemorating Pancasila's Birthday which was broadcast on the YouTube account of KemenPAN RB , Monday, June 8.
Tjahjo added, there are various challenges faced by this nation, including problems of radicalism, terrorism, corruption, and even the outbreak of COVID-19.
"We have to fight, we have to be brave in determining our attitude. Who is the friend who the opponent is. Good for individuals, groups, groups if there is someone who wants to change Pancasila, who wants to tamper with Pancasila," he said.
"The Pancasila issue should be final as an independent nation and a broad nation. So we have to fight the challenges that exist," added the former Minister of Home Affairs.
At the same place, Deputy Chairperson of the Indonesian People's Consultative Assembly Ahmad Basarah reminded that the state civil apparatus is responsible for the development of the country, along with other stakeholders.
He emphasized that ASN has important responsibilities stipulated in the Law on the State Civil Apparatus. This law also regulates ASN's loyalty to the Pancasila ideology.
"In Article 23 of Law Number 5 of 2014 concerning the Law on State Civil Servants, the point is that ASN must be firm in the Pancasila ideology," he said.
However, based on a survey institute, Basarah said, there were 19.4 percent of the state civil apparatus who did not accept Pancasila. According to him, ASN is more agreeable if the ideology of the caliphate is the basis of the state.
This is certainly not according to the rules. So, in accordance with Article 87 Paragraph 4, ASNs who do not agree with Pancasila can receive strict sanctions.
"Whoever commits abuses against Pancasila, ASN can be dismissed from their position and membership in civil servants," said Basarah.
He said that 19.4 percent of ASNs who disagreed with Pancasila then became a task for all parties, including the Ministry of National Education and Culture.
"(The figure is 19.4 percent) in 2019. So 19.4 percent means that there are 831,787 ASNs who have been exposed to the ideology of the caliphate and do not agree with Pancasila. Of course this is homework for all of us how to invite them," concluded this PDI-P politician. .
