Jokowi Changes UI Statute For Ari Kuncoro, PKS: Sad! This Is A Power Transaction That Needs To Be Sued
JAKARTA - President Joko Widodo (Jokowi) revised the Government Regulation (PP) on the Statute of the University of Indonesia (UI) from PP No.68/2012 to PP 75/2021.
One of the changes is related to the prohibition of concurrent positions for the rector and vice chancellor. In the new amended PP, it is stated that the Chancellor may not hold concurrent positions as directors of BUMN, BUMD or the private sector. Whereas in the previous PP, the Chancellor was prohibited from holding concurrent positions as an official in BUMN, BUMN, or the private sector.
With these changes, the Chancellor of the University of Indonesia (UI) Ari Kuncoro received the blessing of a concurrent position as Deputy President Commissioner of BUMN.
In response to this, the Chairman of the PKS DPP, Mardani Ali Sera, assessed that the revision, which seemed to protect the UI Chancellor, was a sad policy.
"This is sad. Institutions must submit to personal interests. Taking care of a large UI and so the state spills over to educate the nation's life is a big mandate. It takes time to fully manage. The same goes for managing BUMN and BUMD, etc.," said Mardani, Tuesday, July 20.
According to the member of Commission II of the DPR, the regulation should be challenged because it could potentially be a form of transactional power.
"The PP that allows other than the board of directors, in my opinion, is a transaction of power that must be condemned and sued," said Mardani.
It is known in article 35 of PP 68/2012, the prohibition of concurrent positions of rector and vice chancellor of UI, among others:
a. officials in other educational units, whether organized by the government or the community
b. officials in government agencies, both central and regional;
c. officials in state/regional or private enterprises;
d. members of political parties or organizations affiliated with political parties; and/or
e. officials in other positions who have conflicts of interest with UI.
Meanwhile in PP No.75/2021, there is a change in point c. Where the rector and vice chancellor are only prohibited from holding concurrent positions if they are directors of BUMN or BUMD.
In addition, point e related to the prohibition of holding concurrent positions in other positions that have a conflict of interest with UI in PP 68/2013 was removed in PP 75/2021.
The following is the ban on concurrent positions in the new UI Statute PP:
a. structural officials at other universities, whether organized by the government or the community;
b. structural officials in central and regional government agencies;
c. directors of state/regional or private-owned enterprises; or
d. administrators/members of political parties or organizations directly affiliated with political parties.
