Issues Emergency PPKM Instructions, Minister Of Home Affairs Tito Asks Regions To Prepare Funding From APBD
JAKARTA - The Minister of Home Affairs (Mendagri) Tito Karnavian issued the Instruction of the Minister of Home Affairs (Inmendagri) Number 15 of 2021 concerning the Implementation of the COVID-19 Emergency Community Activity Restrictions (PPKM) in the Java and Bali Regions.
One of the instructions in the Ministry of Home Affairs, Tito asked local governments to fund the implementation of emergency PPKM through their respective APBD.
"In implementing the emergency PPKM due to the COVID-19 pandemic, local governments can make expenditures for which the budget is not yet available, which will then be proposed in the draft APBD amendments," Tito wrote as quoted from the Ministry of Home Affairs, Friday, July 2.
The expenditures are carried out by direct loading on unexpected expenditures (BTT). Tito said, if BTT is not sufficient, local governments can reschedule program and activity achievements to prioritize the use of budget allocations for certain activities.
Regional governments can also make changes to budget allocations and take advantage of available cash through changes to regional head regulations regarding APBD, and notifying the leadership of the Regional House of Representatives.
"The results of the budget allocation for rescheduling the program and activity achievements are diverted for unexpected expenditures," explained Tito.
The procedure for using BTT in the context of implementing Emergency PPKM due to the COVID-19 Pandemic sourced from the Regional Budget is guided by the Minister of Home Affairs Regulation Number 39 of 2020.
If regional heads do not implement the provisions contained in the Inmendagri, they can be subject to sanctions ranging from warnings to temporary dismissals.
"In the event that the Governor, Regent and Mayor do not implement the provisions as referred to in this Ministerial Instruction, they will be subject to administrative sanctions in the form of written warnings twice in a row up to temporary dismissal as stipulated in Article 68 paragraph (1) and paragraph (2) of the Law. Number 23 of 2014 concerning Regional Government," said Tito.
Article 68 Paragraph (1) states that regional heads and/or deputy regional heads who do not implement national strategic programs are subject to administrative sanctions in the form of a written warning by the Minister for governors and/or deputy governors and by governors as representatives of the Central Government for regents and/or deputy regents. or mayor and/or deputy mayor.
Meanwhile, Article 68 Paragraph (2) states that in the event the written warning as referred to in paragraph (1) has been delivered 2 (two) times in a row and
still not implemented, the regional head and/or deputy regional head are suspended for 3 months
It is known that there are 122 regencies/cities that are required to implement the Java-Bali emergency PPKM. In detail, there are 48 regencies/cities with a level 4 pandemic situation assessment and 74 regencies/cities with a level 3 pandemic situation assessment. However, the implementation of the emergency PPKM regulations is the same.
The following are provinces and districts/cities that implement emergency PPKM:
1. DKI Jakarta with level 4 criteria, namely the Thousand Islands Administrative District, West Jakarta Administrative City, East Jakarta Administrative City, South Jakarta Administrative City, North Jakarta Administrative City and Central Jakarta Administrative City.
2. Banten
- Regencies/cities with level 3 criteria, namely Tangerang Regency, Serang Regency, Lebak Regency, Cilegon City
- Regencies/cities with level 4 criteria, namely South Tangerang City, Tangerang City and Serang City.
3. West Java
- Regencies/cities with level 3 criteria, namely Sumedang Regency, Sukabumi Regency, Subang Regency, Pangandaran Regency, Majalengka Regency, Kuningan Regency, Indramayu Regency, Garut Regency, Cirebon Regency, Cianjur Regency, Ciamis Regency, Bogor Regency, West Bandung Regency,
Bandung district.
- Regencies/cities with level 4 criteria, namely Purwakarta Regency, Karawang Regency, Bekasi Regency, Sukabumi City, Depok City, Cirebon City, Cimahi City, Bogor City, Bekasi City, Banjar City, Bandung City and Tasikmalaya City.
4. Central Java
- Regencies/cities with level 3 criteria, namely Wonosobo Regency, Wonogiri Regency, Temanggung Regency, Tegal Regency, Sragen Regency, Semarang Regency, Purworejo Regency, Purbalingga Regency, Pemalang Regency, Pekalongan Regency, Magelang Regency, Kendal Regency, Karanganyar Regency, Jepara Regency , Demak Regency, Cilacap Regency, Brebes Regency, Boyolali Regency, Blora Regency, Batang Regency, Banjarnegara Regency, Pekalongan City.
- Regencies/cities with level 4 criteria, namely Sukoharjo Regency, Rembang Regency, Pati Regency, Kudus Regency, Klaten Regency, Kebumen Regency, Grobogan Regency, Banyumas Regency, Tegal City, Surakarta City, Semarang City, Salatiga City and Magelang City.
5. Special Region of Yogyakarta
- Regencies/cities with level 3 criteria, namely Kulonprogo Regency, Gunungkidul Regency.
- Regencies/cities with level 4 criteria, namely Sleman Regency, Bantul Regency and Yogyakarta City.
6. East Java
- Regencies/cities with level 3 criteria, namely Tuban Regency, Trenggalek Regency, Situbondo Regency, Sampang Regency, Ponorogo Regency, Pasuruan Regency, Pamekasan Regency, Pacitan Regency, Ngawi Regency, Nganjuk Regency, Mojokerto Regency, Malang Regency, Magetan Regency,
Lumajang Regency, Kediri Regency, Jombang Regency, Jember Regency, Bondowoso Regency, Bojonegoro Regency, Blitar Regency, Banyuwangi Regency, Bangkalan Regency, Sumenep Regency, Probolinggo Regency, Probolinggo City, Pasuruan City.
