Admiral Anwar Saadi As Deputy Attorney General For Military Crimes

JAKARTA - Rear Admiral (Laksda) TNI Anwar Saadi was appointed as the first Deputy Attorney General for Military Crimes (JAMPidmil) at the Indonesian Attorney General's Office. Now he is waiting for his inauguration as JAMPidmil by Attorney General Sanitiar Burhanuddin.

The appointment of Admiral TNI Anwar Saadi based on the Decree of the Commander of the TNI Number Kep/540/VI/2021 dated June 23, 2021 concerning Dismissal from and appointments in positions within the Indonesian National Army, mutations and promotions have been determined for the position of 104 TNI High Officers (Pati) consisting of 65 Pati TNI AD, 22 Pati TNI AL and 17 Pati TNI AU.

TNI Admiral Anwar Saadi previously served as Head of the TNI's Legal Development Agency (Kababinkum) and was transferred to JAMPidmil.

The Head of the Legal Information Center (Kapuspenkum) at the Attorney General's Office, Leonard Eben Ezer Simanjuntak, when confirmed when the Attorney General would inaugurate JAMPidmil, who had been appointed by the TNI Commander, said he would check the information first.

"I'll check first," Leonard answered shortly.

Two days earlier, Wednesday, June 23, news of the appointment of Laksda Anwar Saadi as JAMPidmil had circulated on social media and media crews. There was even a photo of the TNI Kababinkum standing in front of the podium with a photo narration mentioning his position as the first JAMPidmil at the Attorney General's Office.

Leonard had mentioned that there had been no official inauguration of JAMPidmil at that time. The photo is just a friendly event with the Kababinkum TNI and their ranks.

"It's not officially available yet. Yesterday it was just a coffee morning event with the Kababinkum TNI and its ranks," said Leonard.

The process of forming JAMPidmil has been running since June 2020. The Jampidmil is one of the programs to strengthen the AGO's institutions based on the principle of a single prosecution system that is universally applicable.

The formation of JAMPidmil, which was carried out in collaboration with the Minister for State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB), also involved the Coordinating Minister for Politics, Law and Security (Menkopolhukam), the Minister of Law and Human Rights (Menkumham), the TNI, and related officials.

On May 25, 2021, the Attorney General's Office of Personnel Bureau inaugurated and took the oath of office for three Echelon III and several Echelon IV officials at JAMPidmil.

The three officials are, Nur Handayani, as Head of Program Preparation, Reporting and Assessment at the JAMPidmil Secretariat, Agung Mardiwibowo as Head of Administration and Management of Security and Guards at the JAMPidmil Secretariat and Unaisi Hetty Nining as Head of Finance at the JAMPidmil Secretariat.

President Joko Widodo (Jokowi) established JAMPidmil at the Attorney General's Office through Presidential Decree No. 15 of 2021. Article 25A paragraph 1 states that the Deputy Attorney General for Military Crime is an auxiliary element of the leadership in carrying out the duties and authorities of the Prosecutor's Office in the field of technical coordination of prosecution carried out by the prosecutor and handling connection cases, are responsible to the Attorney General.

The President of the Republic of Indonesia Joko Widodo has appointed a Deputy Attorney General for Military Crime at the Attorney General's Office based on the Presidential Regulation of the Republic of Indonesia Number 15 of 2021 concerning the Second Amendment to Presidential Regulation No. 38/2010 concerning the Organization and Work Procedure of the Indonesian Attorney General's Office.

In Presidential Decree No. 15/2021 which was promulgated on February 11, 2021, as quoted from the official website of the Ministry of State Secretariat www.setneg.go.id in Jakarta, Friday, there was an addition to the organizational structure between Article 25 and Article 26 with 3 articles inserted, namely Article 25A, Article 253 , and Article 25C so that it reads as follows:

Article 25A

(1) The Deputy Attorney General for Military Crimes is an auxiliary element of the leadership in carrying out the duties and authorities of the Prosecutor's Office in the field of technical coordination of prosecutions carried out by the prosecutor and the handling of connectivity cases, responsible to the Attorney General.

(2) The Deputy Attorney General for Military Crimes is led by the Deputy Attorney General for Military Crimes.

Article 25B

(1) The Deputy Attorney General for Military Crimes has the task and authority to carry out the duties and authorities of the Prosecutor's Office in the field of technical coordination of prosecutions carried out by the prosecutor and the handling of connectivity cases.

(2) The scope of the technical coordination of prosecution carried out by the prosecutor and the handling of connectivity cases as referred to in paragraph 1 includes investigation of connectivity cases, research on the results of investigations, additional examinations, giving legal opinions to case handing officers, submission of cases, closing of cases, termination of prosecution, prosecution, resistance, legal remedies, implementation of judges' decisions and court decisions that have permanent legal force, examinations, supervision of the implementation of conditional criminal decisions, supervisory criminal decisions and parole decisions, and other legal actions in the field of technical coordination of prosecutions carried out by prosecution and handling of connectivity cases.

(3) The duties and authorities as referred to in paragraph 2 are carried out in accordance with the provisions of the legislation.
