Initially, the Pre-Employment Card program was designed for people who are looking for work and want to upgrade their skills. However, said Denni, because of the corona virus pandemic or COVID-19, the government added an incentive to this program. So that this program is semi-social assistance (bansos).

According to Denni, participants are given full rights to choose online training. So, the selection of paid training or not is according to the wishes of each participant.

Moreover, said Denni, in implementing this program, the government did not procure any. This means that the budget disbursed by the government is directly targeted at the community, not through the partner institutions of the Pre-Work Card.

Regarding the evaluation of the Pre-employment Card program, Denni admitted that currently the government has received criticism from all directions. However, the government will accommodate criticism as input.

"Because once we stopped hearing criticism, this program became irrelevant. Why was it given full rights to the community so they could choose for themselves," he said.
