4 Hours Examined, Head Of BKN Gives Information About TWK KPK Until Its Implementation
JAKARTA - The National Human Rights Commission (Komnas HAM) has completed asking for information from the Head of the State Civil Service Agency (BKN) Bima Haria Wibisana. This inquiry took about four hours.
After being questioned, Bima Haria said there were a number of things that the investigative team from Komnas HAM was investigating regarding the entry process for the National Insight Test Assessment (TWK) in the Corruption Eradication Commission Regulation until its implementation.
"We provide information from the Perkom process (issuance, red) related to the TWK, why the TWK is there, to the implementation of the TWK itself and in relation to the implementation, of course BKN is only able to answer what are its duties and authorities," Bima said at a press conference. at the Komnas HAM office, Jalan Latuhahary, Menteng, Central Jakarta, Tuesday, June 22.
During the examination, Bima also explained to Komnas HAM that the implementation of TWK on KPK employees was carried out with many agencies such as the Army Psychology Service, the Army Intelligence Center, the Strategic Intelligence Agency (BAIS TNI), the National Counterterrorism Agency (BNPT), and the Intelligence Agency. State (BIN).
However, he did not specify what information had been submitted to Komnas HAM. Because all information is confidential.
"So we have conveyed everything, including the chronology and dynamics in the TWK implementation process," he said.
"I think we have answered the whole process from the request for information as clearly as possible, to be honest, what is there," added Bima.
He also ensured that nothing was covered up regarding TWK and that everything had been clearly stated when he and a number of officials from BKN were questioned. "There's nothing to hide," he said.
Meanwhile, the Commissioner for Monitoring and Investigation of the National Human Rights Commission, Mohammad Choirul Anam, appreciated the presence and openness of Bima Haria and other BKN officials for questioning regarding TWK. He said the information would be a complement to the explanation from the BKN staff who had been questioned some time ago.
"This complements the previous information. So, the previous information we got was the technical implementation process," he said.
He said that during this examination, Komnas HAM also focused on the policy level and important processes in the process up to the implementation of the TWK. "One of them is that we use instruments that are indeed BKN instruments, like this how it sounds in the law and so on," explained Anam.
For information, the National Insight Test was attended by 1,351 KPK employees. Of these, 1,274 people were declared eligible.
Meanwhile, 75 employees including senior investigator Novel Baswedan, Chairman of the KPK Employee Forum who is also investigator Yudi Purnomo, Director of Socialization and Anti-Corruption Campaign Giri Suprapdiono, Head of the KPK Task Force Harun Al-Rasyid, and Director of PJKAKI Sujarnarko who will retire, were also declared ineligible ( TMS). While the other two employees did not attend the interview test.
According to the employees who took the test, there were a number of irregularities in the implementation of the assessment. This includes questions asked by assessors or raters during the interview process.
The employees said the questions asked during the TWK process violated the private sphere. These irregularities were later reported by dozens of these employees to Komnas HAM, Komnas Perempuan, to the Indonesian Ombudsman.
