Land and UN Data Integration will Increase PAD to 100 Percent

JAKARTA - The government will integrate land data with Land and Building Tax (PBB) data to reduce information differences regarding tax objects and increase regional revenue.

The integration is carried out by linking the Field Identification Number (NIB) used in land administration with the PBB Tax Object Number (NOP) used by the local government.

Minister of Agrarian and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid said that the integration of NIB and NOP will make land and tax data have the same reference.

"With this integration, all WP or taxpayers in the field of land will be transparent in all their data, both tariffs and areas," said Nusron in the signing of a Joint Circular Letter (SEB) between the Minister of ATR / Head of BPN and the Minister of Law and Human Rights at the Ministry of Law and Human Rights Office, Jakarta, quoted from a written statement, Tuesday, August 11.

According to Nusron, this step is necessary because there are still differences between the land data owned by the Ministry of ATR/BPN and the UN data in the local government, one of which is related to the area of land.

Until now, one piece of land has an identity in the land system through NIB. Meanwhile, the same object in the UN administration has NOP.

When the two data are not integrated, information about one land object owned by the land office (kantah) and the local government can be different.

The difference can be in the area of land or other information that is the basis for UN management.

Through the integration of NIB and NOP, the government wants to ensure that the central and local governments use the same data references in providing services to the community.

Thus, land data can be synchronized with regional tax data.

He said that the implementation of the integration had previously been carried out in Serang Regency, Tangerangan City and South Tangerang City.

Nusron assessed that the acceptance of the UN in areas that have implemented NIB and NOP integration has increased in two years.

The increase occurred because previously there were different UN data or recorded the tax object area was smaller than the data recorded in the NIB.

"God willing, if NOP and NIB are implemented, I guarantee that the PAD from the UN will increase by at least 100 percent without having to raise tariffs," said Nusron.

Nusron's statement does not mean that the government will raise the PBB tariff to double the regional revenue.

The potential increase in revenue comes from the improvement and alignment of the tax object database.

When the NOP and NIB data are connected, the local government can match the information of the UN object with the land data recorded in the kantah.

If there is a difference in area, for example, the data can be the basis for carrying out administrative updates to the tax according to applicable provisions.

Before being expanded, the integration of NIB and NOP has been implemented in Serang Regency, Tangerang City and South Tangerang City.

The government will then encourage other regions to take similar steps.

The policy was outlined in a SEB signed by Nusron with the Minister of Home Affairs (Mendagri) Tito Karnavian on Monday, August 10.

The SEB is an umbrella for local governments and the Ministry of Finance to strengthen coordination and integrate land and tax data.

The local government will later be asked to follow up on this policy through a cooperation agreement between the regional devices that handle revenue with the kantah in each district/city.

The integration of NIB and NOP data is not stand-alone. This policy is part of the government's efforts to accelerate land services while improving regional revenue management.

Minister of Home Affairs Tito said that the local government and the Ministry of Health needed to immediately coordinate and integrate data after the SEB was issued.

"The point is, coordinate, integrate data and speed for the process of Customs Acquisition of Rights over Land and Buildings (BPHTB), issuance of BPHTB and it also makes regional levies, PAD, increase," he said.

Tito assessed that the data integration between the provincial government of the Ministry of ATR/BPN also provides certainty regarding the data used in land and taxation services.

With one data reference, the government hopes that the public will no longer face information differences when handling services related to land and taxes.

In the end, the government targets that this integration will not only make land and PBB data more transparent, but also help local governments optimize revenue without having to rely on tax rate increases.
