Pramono Orders Action Against Illegal TPS Nagrak, Identity of Perpetrators Asked to be Announced 

JAKARTA - DKI Jakarta Governor Pramono Anung ordered strict action against perpetrators of illegal waste disposal in the Nagrak area, Cilincing, North Jakarta. He also asked for the identities of the parties involved to be made public to provide a deterrent effect and ensure that illegal waste disposal practices no longer take place.

The instruction followed the discovery of a waste pile of about 5.8 hectares in the area of Jalan Reformasi/Inspeksi Kirana, Nagrak, which operates outside the official waste management system of the DKI Jakarta Provincial Government.

Pramono emphasized that the location was not a garbage disposal site managed by the DKI Jakarta Environmental Service (DLH).

"Regarding the garbage in Cilincing, I have also received a report that in the Nagrak illegal TPS, Cilincing, the operator is private. And it has nothing to do with the DKI Jakarta Government," said Pramono, Wednesday, August 12.

Based on the report received by the DKI Provincial Government, the waste that accumulated at the location was suspected to not come from household waste, but commercial sector waste. The land used is also said to still have ownership disputes.

Pramono revealed that the illegal waste was mostly from the hotel, restaurant, and cafe (horeka) sectors. The waste was transported by private managers who charged customers, but then dumped indiscriminately in the Nagrak area.

"The garbage is where PT Granito and the late Mrs. Yusi are as a place to store garbage. All the garbage taken is from horeka: hotels, restaurants, cafes. So he gets money to transport his garbage, but he dumps it carelessly," he said.

The Nagrak area was previously used by the DKI Provincial Government as an alternative waste disposal site in 2003. However, all official disposal activities were stopped since 2015-2016 and were transferred back to TPST Bantargebang.

Even though it has been closed, illegal waste disposal and sorting activities are still taking place. At the location, private waste trucks are still found coming in and out, wild stalls, and scavenger activities.

Pramono asked all related regional devices to take legal steps without compromise. He also asked the Communication, Informatics, and Statistics Agency (Diskominfotik) together with the relevant regional device organizations (OPD) to announce the identities of the perpetrators to the public.

"I have asked the Ministry of Information and Communication Technology and also the relevant parties, whoever does this to be announced to the public. Therefore, I ask the relevant OPD to take firm steps, dismiss, and give sanctions to the person concerned," explained Pramono.

The DKI Provincial Government through the North Jakarta Mayor together with the Civil Servant Investigator (PPNS) has carried out supervision of waste carrying vehicles entering the area. The next steps include summoning business actors, giving administrative sanctions, to installing a ban on throwing garbage.

On the other hand, the DKI Provincial Government has also prepared a scheme for informal workers who have been living in the area. Waste pickers and waste pickers will be directed to follow the intensive work program managed by the local government.

To strengthen law enforcement, the DKI Provincial Government has coordinated with the Ministry of Environment and Energy. The North Jakarta Environmental Service previously sent a letter requesting legal enforcement support on January 6, 2026, which was then strengthened by the DKI Jakarta Environmental Service through a letter to the Deputy for Law Enforcement of the Ministry of Environment and Energy on July 29, 2026.
