Supervision of ODOL Trucks is Tightened, Data Will Be Connected to the Ministry of Transportation

JAKARTA - The supervision of freight vehicles suspected of violating Over Dimension Over Loading (ODOL) will be strengthened with the integration of inter-system data.

PT Hutama Karya (Persero) will integrate vehicle data detected through the Weigh in Motion (WIM) system on a number of toll roads with the Blu-E platform of the Ministry of Transportation (Kemenhub).

With this integration, the transportation vehicles detected by WIM are not only recorded based on the results of monitoring on the toll road, but can also be connected to the transportation vehicle database managed by the Ministry of Transportation.

Until July 2026, the WIM system that has been installed on a number of Hutama Karya toll roads has recorded as many as 342,748 vehicles identified as ODOL.

Director of Operations III of Hutama Karya, Iwan Hermawan, said that the number showed the importance of monitoring freight vehicles which was carried out in a more integrated manner.

"The data that we have collected through WIM shows the importance of the supervision of ODOL to be more integrated. With the integration of Blu-E, the results of WIM detection can be connected to data on transportation vehicles managed by the Ministry of Transportation," said Iwan as quoted from a written statement, Tuesday, August 11.

According to Iwan, the interconnection of data will make the process of identifying and recording vehicles more effective and data-based.

Thus, vehicle information detected on the toll road can be combined with data on government-owned transportation vehicles.

"This integration is expected to strengthen supervision and support more targeted steps to handle ODOL," he said.

The integration of Blu-E and WIM was marked by the signing of cooperation between the Ministry of Transportation and a number of strategic partners.

The signing was carried out in the series of activities for the launch of the Electronic Traffic Law Enforcement Hub (ETLE HUB) at the Ministry of Transportation's office, Jakarta, Monday, August 10.

From Hutama Karya, the cooperation was signed by Hutama Karya President Director Koentjoro.

The activity was also attended by Minister of Transportation Dudy Purwagandhi, Deputy Minister of Transportation Suntana, Director General of Land Transportation Aan Suhanan, as well as a number of representatives from ministries, institutions, and stakeholders.

This cooperation is part of an effort to connect data on transportation vehicles with the systems and surveillance infrastructure owned by stakeholders.

For Hutama Karya, the integration allows the results of WIM detection on toll roads to be connected to the Blu-E platform.

Iwan said that handling ODOL requires cross-agency collaboration because the problem is not only related to vehicle compliance.

ODOL vehicles also have an impact on the safety of road users and the sustainability of toll road infrastructure quality.

Therefore, according to him, data connectivity is one of the important aspects so that supervision can be carried out more comprehensively.

"With systems and data increasingly connected, surveillance is not only limited to vehicles detected on toll roads, but can be supported with more comprehensive vehicle information," he said.

He added that the collaboration was part of efforts to encourage more orderly and safe freight transportation.

This effort also supports the government's target to realize Zero ODOL 2027.

On the same occasion, the Ministry of Transportation launched ETLE HUB as part of strengthening the system of supervision and enforcement of digital freight transport vehicles.

The system utilizes electronic recording evidence to support the monitoring, recording, and handling of violations of transportation vehicles, including violations of dimensions and cargo.

Director General of Land Transportation, Ministry of Transportation, Aan Suhanan, said that the implementation of the system was part of a cross-ministry and agency program to support the implementation of Zero ODOL 2027.

Supervision will also be strengthened with the addition of 63 monitoring points and 15 WIM monitoring points.

Previously, from January to July 2026, the Ministry of Transportation had carried out socialization and limited trials as preparation for the implementation of the system.

The implementation of the next warning sanction is part of the socialization, education and training stages for drivers and transportation business actors before law enforcement is carried out more broadly.

Minister of Transportation (Menhub) Dudy Purwagandhi said that the issue of ODOL has long been a concern of the government because it has a wide impact.

In addition to increasing the risk to traffic safety, ODOL vehicles can also accelerate the damage to road infrastructure and cause losses.

"As the number of vehicles continues to increase, ODOL handling needs to be carried out consistently and comprehensively with the support of technology and collaboration between stakeholders," he explained.

Through the integration of Blu-E with WIM, Hutama Karya hopes that the supervision of freight vehicles on toll roads can be carried out more integrated.

The system is also expected to help the government in identifying vehicles that are suspected of ODOL as well as supporting steps to address the target of Zero ODOL 2027.
