Minister of Home Affairs: Government ensures that there are no PPPK who are dismissed

JAKARTA - Minister of Home Affairs Muhammad Tito Karnavian said the government had prepared three schemes to support local governments in meeting the payment of salaries for Civil Servants with Work Agreements (PPPK) to be met and no employees were laid off.

"We have already exercised in several areas, we have met with the Minister of PANRB, then also with the Minister of Finance. Our principle is that there should be no option for PPPK employees to be laid off, let alone unemployed, yes, they must be paid their salaries," said Tito Karnavian as reported by ANTARA, Tuesday, August 11.

This was conveyed by the Minister of Home Affairs after a Coordination Meeting to Discuss the Status of PPPK and ASN Teachers at the DPR building, Senayan, Jakarta, Monday (10/8).

Tito explained that the first scheme that the local government (Pemda) needed to do was to carry out budget efficiency through the reduction of official travel, unnecessary meetings, and food and beverage expenses.

Second, if the local government has revenue sharing funds (DBH) that have not been paid or have been underpaid by the central government, the funds will be paid to help cover employee expenses.

Third, if efficiency has been carried out but the local government is still unable to meet the employee's spending, while the DBH received is not available or relatively small, the central government will provide additional General Allocation Fund (DAU).

"This, I think, is the President's policy that is very attentive to fiscal problems in regions, especially to pay the costs that must be paid, namely employee spending," he said.

The Minister of Home Affairs explained that the issue of PPPK had been discussed with relevant ministries, including regarding its status and financing.

This is a concern because a number of local governments have expressed the potential for budget limitations for employee spending, especially to meet the payment of PPPK salaries.

Tito continued based on the Minister of Finance Decree Number 198 of 2026 concerning the Adjustment of the Allocation Details and Distribution of DAU in 2026, the Distribution of the Unpaid DBH until 2024, and the Distribution of Treasury Deposit Facility Funds in 2026, the total additional or central government support to the regions reached Rp. 18.9 trillion.

Of this amount, around Rp10 trillion of which is DBH paid to the regions. Meanwhile, more than Rp8 trillion comes from additional DAU.

"So, the total is almost Rp19 trillion, Rp18.9 so, Rp19 trillion. Well, with this addition, we all hope that this can solve the problem of employee spending, both PPPK and part-time as well, it is financed, paid by the respective regional governments," he explained.

Meanwhile, specifically for teachers, based on Law Number 23 of 2014 concerning Regional Government, the division of authority for the implementation of education has been regulated.

Early Childhood Education (PAUD), Kindergarten (TK), Elementary School (SD), and Middle School (SMP) are the authority of the district/city. High School (SMA)/Vocational School (SMK) is the authority of the provincial government, while higher education is the authority of the central government.

Especially regarding educators and teachers, the Minister of Home Affairs explained that the central government could take steps to address the issue.

One of them is by changing the status of teachers into civil servants (ASN) of the central government, which can then be placed in areas that are experiencing a shortage of teachers so that the distribution of teaching staff is more even.

"Well, this is being exercised. I also explained that this would definitely relieve the local government, especially in reducing employee spending," said the Minister of Home Affairs.
