ATI Promotes New Model of Toll Road Financing, Involving Many Private Sector
JAKARTA - The Indonesian Toll Association (ATI) encourages the government to involve many private parties in the financing of toll road construction. So that the burden on the state budget in financing infrastructure can be reduced.
ATI General Secretary Rivan A Purwantono ensured that his party was committed to supporting government programs in improving the quality of public services, road safety, and the modernization of the national transportation ecosystem.
"The construction of toll roads must ultimately provide real benefits for the community. The public needs safe, comfortable, quality and reliable toll road services. Therefore, ATI together with the government continues to synergize to maintain the sustainability of the industry while ensuring that the public receives the best toll road services," said Rivan as quoted from a written statement, Monday, August 10.
Rivan said that the toll road network operating in Indonesia currently has reached 3,115.98 kilometers (76 toll roads), managed by 59 Toll Road Business Entities (BUJT), with an accumulated investment value of Rp. 668 trillion for operating sections and is projected to approach Rp. 1,000 trillion, including sections in the construction and preparation stages.
On the other hand, the government's financing capacity has limitations. So, said Rivan, a policy breakthrough and financing scheme is needed that can encourage private participation.
He said that most toll roads that are currently operating are still in the early to mid-cycle phase of investment returns. Thus, it requires a healthy financial structure to maintain long-term business sustainability.
According to Rivan, this condition is exacerbated by the prevalence of Over Dimension Over Loading (ODOL) vehicles which accelerate the physical damage of roads and also endanger road users.
He emphasized that there must be good coordination with the government regarding toll roads. So, his party will communicate with the government and observers, such as through a Focus Group Discussion (FGD).
The plan is for the FGD to be held on Wednesday, August 12, 2026. Minister of Public Works (PU) Dody Hanggodo, Coordinating Minister for Infrastructure, Development and Regional Affairs Agus Harimurti Yudhoyono (AHY), representatives of members of Commission V of the Indonesian House of Representatives, and a number of observers are planned to attend the dialogue.
This communication is expected to be a space for cross-stakeholder dialogue to align regulatory policies, maintain investment climate feasibility, including the need to encourage more sustainable financing models by increasing the role of private investment and improving the quality of toll road services throughout Indonesia.
Meanwhile, Acting Secretary General of ATI Kristianto underlined the alignment of views between the government and industry players as a key pillar in formulating a fair toll road financing and regulation scheme.
"Synergy and balance of policies are very important for the future of the national toll road industry. Through the implementation of this FGD, ATI hopes to gather various critical thoughts and solutions across sectors that we will formulate comprehensively into a policy recommendation document," he explained.
