Documents Related to Corruption in the Waste Management Project in Bengkulu Seized by the KPK

JAKARTA - The Corruption Eradication Commission (KPK) has seized documents and electronic evidence suspected of being related to alleged corruption in the waste management project in the Bengkulu City area. This coercive effort is to complete the evidence of the case developed from alleged bribes in the Rejang Lebong Regency Government (Pemkab).

KPK spokesman Budi Prasetyo said the seizure was carried out after investigators searched a number of locations on August 5-7. The details are the private house of the Secretary of the Bengkulu City DPRD and the Head of the Bengkulu Provincial Food Security Agency as well as private houses in Rejang Lebong.

"From the results of the search, investigators confiscated documents and electronic devices suspected of being related to the case," Budi told reporters through a statement quoted on Monday, August 10.

Budi explained that investigators also examined eight witnesses to investigate the alleged corruption of procurement projects in the Bengkulu region on Friday, August 7. The examination was carried out at the Bengkulu Provincial Office of the Financial and Development Supervisory Agency (BPKP).

"Investigators also investigated the construction of this case through requests for information from eight witnesses," he said.

The KPK is known to be developing a case of bribery in the Rejang Lebong project which was revealed through a hand-in-hand operation (OTT) some time ago. The suspicion is that there are private parties who are suspected of giving related to the procurement of projects in Bengkulu City.

However, this private party is different from the party that has been determined in the Rejang Lebong case.

The investigators have examined a number of parties, including Noprisman as the Head of the Bengkulu City PUPR on Monday, August 3. At his house, money amounting to Rp3 billion was also confiscated which was found during a search some time ago.

As previously reported, the alleged bribery of Rejang Lebong Regent Muhammad Fikri was revealed through the Operation Catch Hand (OTT). He was named a suspect along with four people, namely Harry Eko Purnomo as Head of the PUPRPKP Office, Irsyad Satria Budiman as a private party of PT Statika Mitra Sarana, Edi Manggala as a private party from CV Manggala Utama, and Youki Yusdiantoro as a private party from CV Alpagker Abadi.

Fikri is suspected of asking for a fee or ijon of around 10-15 percent of the value of the work project in Rejang Lebong Regency to the private sector. The money was allegedly used for Eid needs, including Eid Allowance.

The three private parties who are partners in the project at the PUPRPKP Office are Irsyad Satria Budiman as the private party of PT Statika Mitra Sarana, Edi Manggala as the private party of CV Manggala Utama, and Youki Yusdiantoro as the private party of CV Alpagker Abadi.

After that, it is suspected that there was an initial transfer of fees in the form of money from the three partners. The total reached Rp. 980 million.

Edi Manggala handed over Rp330 million or 3.4 percent of the value of the pedestrian and drainage development project and the sports center, which amounted to Rp9.8 million. Irsyad Satria Budiman handed over Rp400 million or 13.3 percent of the value of the road work project worth Rp3 billion.

Youki Yusdianto handed over Rp250 million or 2.3 percent of the value of the project to arrange the building and the environment of the football stadium area worth Rp11 billion.

Muhammad Fikri and Harry Eko Purnomo as the recipients are suspected of committing corruption and violating Article 12 letter a or letter b and/or 12 B of Law No. 31/1999 jo. Law No. 20/2001 concerning the eradication of corruption. 20 letter c of Law No. 1/2023 concerning the Criminal Code.

Meanwhile, Irsyad Satria Budiman, Edi Manggala, and Youki Yusdiantoro as the parties to the giver are suspected of committing corruption and violating Article 605 paragraph (1) or Article 606 paragraph (1) of Law No. 1/2023 concerning the Criminal Code jo. Law No. 1/2026 concerning Criminal Adjustment.
