7 Ranperda Has Not Been Discussed, DKI 2026 Target 20 Perda Threatened
JAKARTA - The DKI Jakarta DPRD Regional Regulation Formation Agency (Bapemperda) found that there were still seven draft regional regulations (ranperda) that had not entered the discussion stage until the third quarter of 2026. The DPRD assessed that the delay in submitting the regulation could hinder the target of forming 20 Perda throughout this year.
Of the target of 20 Perda which must be completed by 2026, only 10 Ranperda have been completed. Meanwhile, the other seven Ranperda are still awaiting submission from the executive.
Aziz said the report was submitted so that the governor would know the development of the regulation and strengthen coordination between the DKI Provincial Government and the DPRD.
"The four ordinances that are not ready are very needed by the community," said Aziz, Monday, August 10.
The four ranperdas are still in the drafting stage, namely the Ranperda on the Arrangement of the Training and Empowerment of Five-Foot Traders (PKL), the Ranperda on Employment, the Ranperda on the Management of Population Administration and Civil Registration (Dukcapil), and the Ranperda on the Provision of Legal Assistance.
In addition to these four regulations, three other ranperdas that have not been discussed are related to changes in the legal form of a number of regional business entities (BUMD). These include the Ranperda Limited Company Bank Jakarta, the change in the legal form of the Jakarta Transportation into a Regional Company, and the change in the legal form of the Perumda Drinking Water Jaya into a Limited Company Drinking Water Jaya.
Aziz said Governor Pramono Anung asked for time to ensure the readiness of the seven Ranperdas before submitting them to the DPRD.
"Earlier, the governor asked for a week's time to reunite with his team, to determine whether these seven Ranperdas were submitted in full or not," said Aziz.
In addition, the DKI Jakarta DPRD is also preparing a discussion of the initiative Ranperda on the Prevention and Combating of Sexual Behavior Abnormalities.
To strengthen the regulatory material, the Bapemperda plans to conduct a working visit to the Bandung Regency which has previously implemented similar rules. The DPRD wants to see the impact of the implementation of the regulation and map out the things that need to be regulated in the Jakarta regulation.
"Next week, we hope that the information and administrative documents from the DKI Provincial Government are ready. So that the infrastructure of the discussion can be immediately carried out at Bapemperda," he said.
