Ojol Presidential Decree Targeted to be Issued Before August 17, Food and Document Services to be Regulated

JAKARTA - The government targets the Presidential Regulation on the online motorcycle taxi ecosystem to be issued before August 17, 2026. The rules not only touch two-wheeled passenger transportation, but also food, goods, and document delivery services.

Minister of Transportation Dudy Purwagandhi said the issuance of the Presidential Decree is expected to be completed in August.

"Hopefully this August," said Dudy at the Presidential Palace Complex, Jakarta, Thursday, August 6.

When asked whether the regulation could be issued before August 17, Dudy again answered, "Hopefully earlier."

According to Dudy, the provision for two-wheeled passenger transportation will refer to the Ministry of Transportation policy which has been in effect since July 1, 2026.

Dudy did not mention the number of the Presidential Decree because the number was the authority of the Ministry of State Secretariat.

"If the number is later regulated by the Minister of Home Affairs. However, the implementation for two-wheeled vehicles carrying passengers is expected to follow what has been in effect since July 1. It is also included in the Presidential Decree," he said.

For four-wheeled vehicles, the government has not planned to expand the rules.

"While not," said Dudy when asked whether the scope of the Presidential Decree would be expanded to four-wheeled vehicles.

However, food, goods, and document delivery services will be included in the rules. More detailed regulations for these services will be handled by the Ministry of Communication and Digital.

"For the delivery of food, documents, and so on will also be included in the Presidential Decree. The regulation will come from Komdigi," he said.

Dudy said the government would still discuss whether the issuance of the Presidential Decree needed to be accompanied by a launch that presented drivers and application companies or was announced directly.

He gave an example of the previous decision of the Minister of Transportation which was directly conveyed to the operator without a special launch event.

"Later it depends on the meeting, whether it needs to be invited or immediately issued," said Dudy.
