Avtur Prices Down, Ministry of Transportation Cuts Maximum Fuel Surcharge Limit to 30 Percent

JAKARTA - The Ministry of Transportation (Kemenhub) has adjusted the policy on additional fuel costs (fuel surcharge) for domestic flights following the decline in the national avtur price as of August 1, 2026.

Based on the results of the evaluation, airlines can now only impose a fuel surcharge of a maximum of 30 percent of the upper limit tariff according to the service group.

Director General of Air Transportation of the Ministry of Transportation Lukman F. Laisa said that the adjustment was part of the government's periodic evaluation of the components that form the air transportation tariff. This step is taken to maintain a balance between the affordability of tariffs for the public and the sustainability of the operational activities of air transportation enterprises.

"The Directorate General of Air Transportation periodically evaluates the fuel surcharge policy based on the development of jet fuel prices set by aviation fuel providers. The evaluation is based on the average national jet fuel price and the price range that has been set in the regulation," said Lukman in an official statement, Wednesday, August 5.

Lukman explained, based on the publication of the price of jet fuel set by the aviation fuel provider as of August 1, 2026, the average national jet fuel price was recorded at Rp. 21,892 per liter.

Referring to the Minister of Transportation's Decree Number KM 1041 of 2026 concerning the Amount of Additional Fees (Surcharge) Caused by the Fluctuation of Fuel (Fuel Surcharge) for the Passenger Tariff of Domestic Scheduled Commercial Air Transport Economy Class, the government has set the amount of fuel surcharge that can be applied by the airline to a maximum of 30 percent of the upper limit tariff according to the service group.

Furthermore, Lukman emphasized that the Ministry of Transportation would continue to oversee the implementation of flight tariffs, including the fuel surcharge component, so that it could be implemented transparently, accountable, and in accordance with the provisions of laws and regulations.

"Supervision is carried out through monitoring the tariffs imposed by the airline, the development of avtur prices, and the airline's compliance in listing the fuel surcharge component separately on the passenger ticket," he said.

In addition, the Ministry of Transportation is also continuing to monitor the implementation of tariffs by all air transportation business entities in order to remain competitive by considering market conditions and people's purchasing power. Although the government has set a maximum limit for fuel surcharges, airlines still have the flexibility to set tariffs below that limit according to their respective business strategies.

"The Ministry of Transportation continues to monitor the development of avtur prices and conducts periodic evaluations to ensure that the flight tariff policy continues to support national connectivity, the sustainability of the aviation industry, and provides benefits for the public as users of air transportation services," said Lukman.
