Bogor Council Urges Bubulak Terminal Revamp to Include Integrated Transport System
BOGOR - The Bogor City Government's plan to allocate funds for the Revitalization of the Bubulak Terminal Phase III in the Draft General Policy of the APBD and Priority Provisional Budget Ceiling (KUA-PPAS) for the 2027 Fiscal Year has attracted attention from the Bogor City DPRD.
Member of Commission III of the Bogor City DPRD, Angga Alan Surawijaya, assessed that the addition of the physical development budget for the terminal should not be carried out without clarity on the direction of the transportation system in the Bubulak area.
"The question is, after the terminal is completed, what is the operational concept and arrangement of the transportation? Don't let us just have a better building, but the problems of congestion, overlapping routes, and irregular transportation still occur," said Angga, Monday, August 3.
According to Angga, the Bubulak Terminal has a strategic position because it borders directly with the Bogor Regency area. On the other hand, the Bogor Regency Government is also developing the Laladon Terminal as a transportation hub.
This condition, he continued, has the potential to cause overlapping functions and services if the two terminals are not designed in an integrated transportation system.
"For years, Bubulak has been an area that has the challenge of coordinating transportation between Bogor City and Bogor Regency. Many transports serve two administrative areas, so that one area's policy will have an impact on other areas. Therefore, the revitalization of the terminal must be accompanied by a cross-regional agreement on the pattern of transportation services," he said.
Angga assessed that the discussion of the KUA-PPAS 2027 should not only focus on the physical development of the Bubulak Terminal, but also be a momentum to formulate a master plan for the Bubulak-Laladon area transportation.
He proposed that the Bogor City Government establish formal coordination with the Bogor Regency Government to divide the functions of the Bubulak Terminal and the Laladon Terminal so that the two complement each other, not compete with each other.
In addition, he encouraged the rearrangement of urban and border transportation routes according to the mobility needs of the community, as well as integrating the Bubulak Terminal with the BisKita service, feeder transportation, and intercity transportation to become an effective node for mode transfer.
Not only that, the area around the terminal is also considered to be thoroughly arranged, starting from the point of boarding and disembarking passengers, parking areas, space for MSMEs, pedestrian lanes, to traffic engineering leading to the Bubulak and Laladon areas.
Angga also proposed the establishment of a Bogor Raya transportation coordination forum involving the Bogor City Government, the Bogor Regency Government, the West Java Provincial Government, and the Ministry of Transportation to formulate integrated cross-regional transportation policies.
"If the Bubulak Terminal and the Laladon Terminal are designed as a transportation system that supports each other, the public will get much better services. However, if each one runs on its own, the potential for overlapping routes, congestion, and budget waste will continue to recur," he said.
According to Angga, the success of the terminal revitalization is not measured by the establishment of a new building, but by its impact on public transportation services.
