OTT Makin Masif, KPK Berencana Tambah SDM untuk Kebut Penanganan Kasus Lama

JAKARTA - The KPK plans to add human resources (HR) at the Directorate of Enforcement and Execution. This step was taken because the handling of old cases was affected by the massive activities of hand-catching operations (OTT).

Deputy Chairman of the KPK Fitroh Rohcahyanto said that the discussion had been carried out internally, especially with the General Secretariat (Setjen) of the KPK regarding the discourse on adding human resources.

"We the leaders yesterday asked the Secretary General (KPK Secretary General Cahya H. Harefa) to add human resources in investigators, investigators, and prosecutors," said Fitroh, quoted from the KPK Performance Achievement I Semester Press Conference which was broadcast on the KPK YouTube, Saturday, August 1.

Fitroh said that the addition of personnel in the KPK's Enforcement and Execution Department was very necessary. "So what? The debts (handling cases, ed) since the KPK was established have been quite a lot," he said.

"Well, while if this OTT is massive, it is indeed constrained there (enforcement and execution personnel, ed). So the case-building cases are finally a little hampered," continued the former Director of Prosecution of the KPK.

Fitroh did not specify how many new personnel were needed. But, the head of the anti-corruption commission agreed that this year the need must be met so that the handling of old cases that are debts can be resolved.

"We also don't want to hang people later. Therefore, the settlement of cases, especially those who have been designated as suspects, is our priority," he said.

"It's just that sometimes it's hampered by the team that is, wants to solve (the matter, red) because there is OTT, you have to deal with OTT."

Meanwhile, the acting director of the KPK's Investigation Directorate, Achmad Taufik Husein, revealed that one task force (task force) at the KPK's Enforcement and Execution Directorate could handle 5-7 corruption cases. So, there are cases that are then prioritized to be resolved first because of a lack of human resources.

"Suppose for Article 2, Article 3 (if, red) there is no calculation of state losses and the calculation of state losses is being carried out (the process, red) by the auditor, it is usually completed in the following year. This is then accumulated (to, red) arrears," said Taufik in a press conference at the KPK's Red and White building, Kuningan Persada, Friday, July 31.

Even so, Taufik ensured that handling old cases must still proceed. One example, he said, was related to alleged corruption regarding the payment of insurance commissions for shipping owned by PT Pelayaran Nasional Indonesia (Pelni) by PT Asuransi Jasa Indonesia (Jasindo) for the period 2015-2020.

In this case, four people have been detained for allegedly causing losses to the state of up to Rp15.6 billion.

"I still ask Jasindo for his team, even though he is handling the OTT case, caught in the act, I still ask (to be resolved, ed). Because this case has been going on for a long time and there has been a calculation of state financial losses that have been reported. So there is no reason for this to become a backlog for the next year again," he said.

As previously reported, the KPK has held 12 OTTs and seven of them have ensnared regional heads by mid-year. This number has increased significantly compared to the previous year, which only had two silent operations until June.

The 12 OTT carried out by the KPK took place in a number of regions, including the Pati Regency Government, Madiun, Pekalongan, Rejang Lebong, Cilacap, Tulungagung, and Muara Enim.

Then the silent operation targeted the Tax Service Office (KPP) of Jakarta, the Banjarmasin Pratama KPP, the Directorate General of Customs and Excise, the Depok District Court, and the Ministry of Immigration and Correction.
