Without the APBD, MRT Jakarta relies on internal funds and loans to build the Pedestrian Deck of Dukuh Atas

JAKARTA - PT MRT Jakarta (Perseroda) ensures that the construction of the Dukuh Atas Pedestrian Deck does not use the DKI Jakarta Regional Budget (APBD).

The project will be financed through a combination of internal company funds and loans.

TOD Planning Departement Head of MRT Jakarta Sagita Devi said the construction of the Dukuh Atas pedestrian deck did not use the DKI Jakarta APBD because the project was part of the development of a transit-oriented area or transit oriented development (TOD).

Sagita explained that unlike the construction and operation of the MRT, which is still supported by the government, the development of the TOD area is financed through investments outside the APBD.

"For its own funding, it will be by MRT, not using APBD funding. So some will use MRT funds, some of the plan will use loans," said Sagita at the MRT Jakarta Transport Hub, Thursday, July 30.

According to Sagita, the TOD business and area development project is indeed designed so that it does not depend on government budgets.

"For the development of business and TOD areas in the MRT, it is indeed not, we can say that we must seek funding outside the government's APBD," he explained.

Swallow Investment of IDR 300 Billion

Meanwhile, Advisor Program Management Officer Division of MRT Jakarta Agus Trihan said that until now the company has not considered other funding alternatives such as bonds and private placements.

Agus explained that the use of internal funds and loans was chosen so that the ownership of assets would remain in the hands of MRT Jakarta after the project was completed.

"So far no. Because if there is another funding, then it will be about asset issues. If now, if we build with MRT funds, the assets belong to MRT," said Agus.

Currently, said Agus, the construction of the Dukuh Atas pedestrian deck is still in the tender stage to determine the contractor.

He said, the contractor is targeted to start working in November 2026, while the completion of construction is targeted for the end of 2028.

The circular crossing bridge that unites four areas in Dukuh Atas, continued Agus, has an investment of around Rp300 billion.

The four areas include the first quadrant (Q1) of the MRT Dukuh Atas and BNI City; the second quadrant (Q2) of the Sudirman Station and the Dukuh Atas LRT; the third quadrant (Q3) of the Wisma 46 BNI Complex; and the fourth quadrant (Q4) of the Landmark Complex, the Transjakarta Stop, and the Jakarta LRT.

"This is another tender. But we announced yesterday that it was roughly Rp300 billion," he said.

Agus explained that the value only covers the cost of physical construction because the project does not require land acquisition.

He said, this pedestrian deck will be built on top of existing infrastructure.

"So that's just the physical development. We don't have land acquisition here," he said.
