Indonesia and China Strengthen Strategic Partnership for Climate Action and Green Development

JAKARTA - Minister of Environment/Head of the Environment Control Agency (KLH/BPLH), Moh Jumhur Hidayat, received a courtesy visit (Courtesy Call) from the Special Envoy for Climate Change of the People's Republic of China, HE Liu Zhenmin, at the Environment Ministry Office (KLH), Plaza Kuningan, South Jakarta, Thursday, July 30, 2026.

The meeting confirmed the commitment of both countries to strengthen the Indonesia-China Comprehensive Strategic Partnership in the fields of climate change, environmental protection, energy transition, and green development as a follow-up to the Joint Statement on Deepening Comprehensive Strategic Cooperation between the two countries.

During the meeting, Indonesia and China emphasized the importance of strengthening cooperation in the implementation of the Paris Agreement by adhering to the principle of Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC), while encouraging developed countries to fulfill their commitments on funding, technology transfer, and capacity building for developing countries. Indonesia and China also agreed to strengthen coordination ahead of various international forums to fight for the common interests of developing countries.

The Minister of Environment/Head of BPLH Moh Jumhur Hidayat emphasized that Indonesia is carrying the "Growth through Environmental Protection" paradigm, which is to make environmental protection the foundation of economic growth and improving people's welfare through the development of the carbon market, biodiversity, circular economy, and climate justice.

"Environmental protection must be the driving force for economic growth and people's welfare. Indonesia is ready to strengthen cooperation with China to provide real solutions for climate action and sustainable development," said the Minister of Jumhur.

The Minister of the Majority said that Indonesia and China have a shared responsibility as two major developing countries to present real solutions to the challenges of global climate change without neglecting the needs of national development and improving people's welfare.

"Indonesia believes that environmental protection is not a burden of development, but a foundation for sustainable economic growth. Therefore, we are carrying out the Growth through Environmental Protection paradigm, which is building prosperity through environmental protection, by ensuring that the benefits of green economy can be felt fairly by the community," said Minister Jumhur.

The Minister of the Majority explained that Indonesia is currently developing a new approach that integrates mitigation, adaptation, and prosperity as the three pillars of national climate action.

"This approach will be strengthened through the development of the carbon market, biodiversity credit, benefit sharing mechanism, and strengthening the principle of Climate Justice as the basis for Indonesia's sustainable development," said Environment Minister Moh Jumhur Hidayat.

Meanwhile, the Special Envoy for Climate Change of the People's Republic of China, HE Liu Zhenmin, expressed appreciation for Indonesia's leadership in the agenda for green development and confirmed China's readiness to expand practical cooperation in the fields of climate change, clean energy, green technology, early warning systems, circular economy, and environmental protection.

The meeting also discussed strengthening cooperation, among others, in the development of renewable energy, the carbon market, waste management into energy (waste-to-energy), biodiversity protection, the downstreaming of critical minerals, joint research, and human resource capacity building.

Indonesia and China agreed to follow up on these cooperation opportunities through more intensive technical coordination to produce programs that provide tangible benefits for both countries.

This meeting further strengthens the commitment of Indonesia and China to strengthen strategic partnerships in realizing low-carbon development, climate resilience, and environmental protection that supports people's welfare and the achievement of Sustainable Development Goals (SDGs).
