ATR/BPN Minister Assures that Land for Aceh Flood Victims Huntap is Ready to be Used

JAKARTA - The availability of land for the construction of permanent housing (huntap) for flood victims in Aceh Tamiang Regency, Aceh Province, has been ready to use.

This was confirmed by the Minister of Agrarian and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid when reviewing one of the locations for the construction of a huntap in Karang Baru District, Aceh Tamiang Regency, Thursday, July 23.

According to Nusron, there are no longer any constraints related to land availability, so that the construction of the huntap can be immediately accelerated.

"We ensure that the land in Aceh Tamiang for hunting is ready to use 100 percent. There is no more issue related to land availability. Therefore, we ask all colleagues in the government to immediately accelerate construction. There is no more excuse because the land is ready," said Nusron as quoted from the official website of the Ministry of ATR/BPN, Friday, July 24.

The government has prepared land measuring around 179 hectares to meet the hunting needs for 4,159 families affected by the disaster. The land comes from a number of state-owned enterprises (BUMN) and private companies.

One of the locations reviewed is on land owned by PT Perkebunan Nusantara I with an area of 10 hectares. In this location, it is planned to build around 500 huntap units.

Nusron said that 108 houses had been built on the land with the support of the Tzu Chi Buddhist Foundation.

The construction of other units will be continued by the government through the relevant ministries which are currently still in the process.

"I express my gratitude to the Tzu Chi Buddhist Foundation for helping build houses for people affected by disasters," he said.

He added, President Prabowo Subianto targets half of the total need for 4,159 huntap units can be met this year, while the entire housing needs are targeted to be completed by 2027.

"While next year it will be 100 percent completed. Therefore, we ensure that all the land is ready so that construction can be immediately accelerated," he said.

Later, said Nusron, the granting of land rights to the community will be adjusted to the status of land ownership.

If the land has been released by the owner, the community will obtain a Certificate of Ownership (SHM). Meanwhile, if the land remains the owner's asset, the community will obtain a Building Use Right (HGB) on top of the Management Right (HPL) according to applicable regulations.

The government targets that people will start occupying the huntap gradually in 2026 after the completion of basic infrastructure development, such as neighborhood roads, drainage, clean water networks, and electricity.

The placement of residents will also be adjusted to locations close to their previous livelihoods so that economic activities can continue while avoiding areas that are potentially affected by flooding again.
