PPATK: Perputaran Dana Judi Online Rp40,3 Triliun pada Triwulan I-2026

JAKARTA - The Financial Transaction Reporting and Analysis Center (PPATK) reported that the value of the turnover of online gambling funds reached Rp. 40.3 trillion, with a total deposit of Rp. 10.59 trillion during the first quarter of 2026.

"The results of the PPATK analysis show that the transaction pattern is more frequent, widespread, and tends to use smaller nominal values," said PPATK Head Ivan Yustiavandana in a statement reported by ANTARA, Thursday, July 23.

PPATK found a significant shift in deposit methods. Throughout 2025, the use of QRIS reached around 78.5 percent of the total deposit frequency, or as many as 305.35 million transactions with a nominal value of Rp. 19.35 trillion.

Meanwhile, deposits through bank account transfers and electronic wallets were recorded at 83.79 million transactions or around 21.5 percent, with a nominal of Rp. 16.67 trillion. This shift is increasingly visible in the first quarter of 2026, when the frequency composition of deposits through QRIS increased to 88.6 percent, while bank transfers were 11.4 percent.

His party emphasized that QRIS and various rupiah-based digital payment instruments are legitimate transaction means and have an important role in supporting the economy.

"The problem lies in the misuse of the instrument by the online gambling network. This condition shows the need for strengthening the verification, acceptance, and monitoring process of merchants on an ongoing basis by payment service providers," he said.

Furthermore, the money laundering modus operandi found is increasingly complex. The perpetrators, among others, use accounts belonging to other parties (proxyaccounts) obtained through the purchase and sale of accounts and identities, take over dormant accounts, and use non-authentic identities or e-KTP ASPAL (authentic but fake) and digital manipulation technology such as deepfake to pass the verification process.

The online gambling network also uses shell companies, micro, small and medium enterprises (MSMEs) or fictitious digital merchants, as well as merchant aggregators to manage a number of sub-merchants and disguise deposits of online gambling as seemingly normal trading transactions.

In addition, PPATK also identified the tendency to misuse non-bank financial services based on technology, such as payment gateways, remittance services, foreign exchange activities, technology-based funding services, digital voucher sales, and other digital financial services.

Patterns found include the use of affiliated entities, the use of parties as service users or merchants, and many-to-one-to-many transactions to obscure the parties who actually control and enjoy the funds.

"The findings are not intended to generalize all financial services industry actors or technology-based organizers. PPATK's analysis is directed at certain transactions, accounts, merchants, and entities that show indicators of unreasonableness and links to suspected criminal acts," he said.

As an illustration, PPATK data shows that the value of the turnover of online gambling funds continues to increase since 2017, from Rp. 2.01 trillion to reach Rp. 359.81 trillion in 2024.

For the first time since 2017, the value of the fund turnover fell significantly in 2025 to Rp286.84 trillion or about 20 percent compared to the previous year. Deposit value also fell from Rp51.3 trillion in 2024 to Rp36.01 trillion in 2025.

"After continuing to increase every year since 2017, the decline in the value of the turnover of online gambling funds in 2025 is a historical record. This achievement is inseparable from the firmness of President Prabowo Subianto in leading the war against online gambling and mobilizing all elements of the government to work simultaneously," said the Head of PPATK.
