Ahead of the Open Dumping Ban, Pramono Turns on TPS 3R Again so that Waste to Bantargebang is Reduced
JAKARTA - The DKI Jakarta Provincial Government (Pemprov) has begun to finalize preparations for the termination of the open dumping system at the Bantargebang TPST, which is scheduled to take effect from August 1, 2026. One of the strategies taken is to revive the Reduce, Reuse, Recycle Waste Processing (TPS 3R) to reduce the volume of waste sent to the final disposal site.
DKI Jakarta Governor Pramono Anung said that the strengthening of the 3R TPS was carried out through the addition of equipment investment and cooperation with the private sector. This step is expected to make more waste processed before entering the Bantargebang TPST.
"We are really reviving the 3R TPS and investing in some equipment. The hope is that before the garbage is sent to Bantargebang, it has been processed at the 3R TPS," said Pramono, Tuesday, July 21.
In the near future, Pramono will also review four to five 3R TPS to ensure the readiness of these facilities to face changes in waste management systems.
The DKI Provincial Government targets that the strengthening of the 3R TPS is able to reduce the volume of residues that have been dumped into Bantargebang so that the burden on the final processing site can be suppressed.
On the other hand, the DKI Jakarta Environment Service has started to implement the controlled landfill stage as a substitute for the open dumping practice. Since July 17, 2026, the Integrated Waste Management Unit (UPST) has installed a cover media on the upper area of Zone 2 of the Bantar Gebang TPST.
Head of the DKI Jakarta Environment Service Dudi Gardesi explained that the controlled landfill system was carried out with a mechanism of changing the disposal point every seven days. The area that has been used will be closed, while the disposal is moved to another location that has been prepared.
According to Dudi, this pattern is applied to maintain the stability of the waste pile and reduce the environmental impact caused by disposal activities.
"We will carry out every stage of controlled landfill consistently so that the practice of open dumping can be stopped gradually. With the support of all stakeholders, we are optimistic that TPST Bantargebang can be managed with increasingly better standards, safe for the environment, and provide real benefits for the community," said Dudi.
In addition to periodically closing areas, the DKI Provincial Government will also install geomembranes in the landfill area gradually. This material serves to strengthen the protection of the waste pile, supports the management of leachate water, and improves environmental impact control.
The installation of geomembranes will be carried out through collaboration with the private sector using a creative financing scheme, including support for corporate social responsibility (CSR) programs to meet material needs in accordance with technical standards.
