Ministry of ATR/BPN Applies FIFO System to Serve Land Certificates
JAKARTA - The Ministry of Agrarian and Spatial Planning/National Land Agency (ATR/BPN) has started implementing a first-in, first-out (FIFO) queue system in land services.
Through this system, the application file that comes in first must be processed and completed first, so that it is hoped that there will be no more "file hijacking" practices that have long been complained about by the public.
This policy is part of the service transformation being carried out by the Ministry of ATR/BPN to provide faster, measurable, transparent, and community-oriented services.
Minister of ATR/Head of BPN Nusron Wahid said this when giving directions to the BPN Regional Office (Kanwil) of East Java Province and the Land Office (Kantah) throughout East Java in Surabaya, Saturday, July 18.
"The point is that this semester we are entering a period of service transformation and organizational transformation by placing the applicant or people as the king whom we must serve. The key word is service transformation today," said Nusron, quoted from the official website of the Ministry of ATR/BPN, Monday, July 20.
According to Nusron, the application of the first in, first out principle is part of efforts to build a fair public service system and provide certainty for the community.
In addition to implementing a queuing system based on the order of incoming files, the Ministry of ATR/BPN has also started to implement Scheduled Measurement so that the public knows for sure when the land measurement process is carried out.
The transformation of services also targets land rights transfer services, such as buying and selling, gifts, and inheritance.
The Ministry of ATR/BPN targets that all service processes can be completed in no more than 10 days.
"We will use the principle of positive fiction. If it refers to the philosophy of public service, everything must be measured, have clear parameters, provide certainty and transparency," he said.
Nusron explained that the transformation of services was supported by three main pillars, namely organizational improvement, improvement of management or standard operating procedures (SOP) and strengthening of human resources (HR).
From the organizational side, the structure of the Land Office will be changed from a thematic approach to a regional approach.
With the new scheme, each section head will be responsible for all land issues in their work area.
Thus, the service is expected to be closer to the community and easier to evaluate.
Meanwhile, on the other hand, Nusron also emphasized the importance of integrity of the apparatus. All ATR/BPN employees will undergo risk management training, while the Head of Office is required to carry out all service processes in accordance with applicable regulations.
"If you want to be safe as an official, follow the rules, don't follow your feelings," said Nusron.
In the end, Nusron assessed that all the transformations carried out by the Ministry of ATR/BPN were based on one goal, namely improving the quality of services to the community.
"Serve the people with heart. If you can, say you can. If you can't, convey it well, the important thing is not to offend them," he concluded.
