BGN: Electric Motorcycles Not Yet Recorded as Assets, Still in the Investigation Process

JAKARTA - Deputy Head of the National Nutrition Agency (BGN) Agustina Arumsari stated that the procurement of electric motorcycles has not been recorded as definitive equipment and machinery assets because it is still in the process of investigation by the Attorney General's Office (Kejagung).

"The down payment for shopping in 2025 is the down payment for electric motor payments, which then became crowded. The down payment was paid in 2025, the last payment in 2026 was Rp243.9 billion. This 2026 has been paid off, but it has not been recorded as definitive equipment and machinery assets because it is still in the process of being investigated by the Attorney General's Office," said Agustina Arumsari in a hearing with Commission IX of the DPR, reported by ANTARA, Friday, July 17.

To pay the bill for the procurement of electric motors, he said, BGN had followed the mechanism of the End-of-Year Budget Reserve Account (RPATA), namely the process of securing the state budget at the end of the year for contractual work that has not been completed.

BGN also still has the potential for bills that must be settled with third parties amounting to IDR 743 billion.

"The end-of-year escrow account has a RPATA mechanism, the payment settlement in 2025 but can be settled. At that time it was used to pay off motorcycles, the Internet of Things (IoT), and several procurement processes, including corrections to the motorcycle plan from 25 ribumenjadi 21 thousand," he said.

In a meeting discussing the realization of the budget, Agustina said that one of the indicators of the Free Nutritious Meal (MBG) Program to improve the quality of Indonesian human resources, the budget realization was only around 59 percent of the target, where management support including the Indonesian Development Driving Bachelor (SPPI) program has also not reached full realization.

"There is something that has not been achieved in terms of performance, the allocation of the budget of Rp. 18.7 trillion is the realization of the budget of Rp. 11 trillion so far. Our achievement is only 59 percent, which means that in terms of performance it has not met the target. In addition to this, from the support of the SPPI management, the budget and its realization are not 100 percent," he said.

Agustina also conveyed that the total realization of BGN spending in 2025 reached Rp51.5 trillion or around 60.49 percent of the budget ceiling of Rp85.2 trillion.
