JAKARTA - Chinese President Xi Jinping likened the development of artificial intelligence (AI) in China to a superior horse that runs fast and strong because it is supported by technological innovation but is balanced by legislation.

"China understands the trends and laws of AI development and continues to improve related laws and regulations, policies and systems, implementation guidelines, and ethical principles. This is done to ensure that AI remains safe, reliable, and controllable, so that it is likened to a superior horse with high cruising power, which can not only run fast, but also run steadily," said President Xi Jinping in Shanghai on Friday, July 17, reported by ANTARA.

Xi Jinping conveyed this at the opening of the 2026 World Artificial Intelligence Conference (WAIC) and the Global Artificial Intelligence Governance High-Level Conference.

In addition, as a responsible major country, China, Xi said, has always been committed to becoming an international public goods provider in the field of artificial intelligence.

"China will provide 5,000 quotas for special training and study of artificial intelligence (AI) for developing countries," Xi added.

Then, China will also build an international cooperation center for the application of artificial intelligence aimed at ASEAN, the Arab League, the African Union, the Community of Latin American and Caribbean States, the Shanghai Cooperation Organization, and BRICS countries.

Regarding support for the development of AI, China, said Xi, is building a healthy ecosystem, where various actors can coexist, develop, and achieve shared prosperity.

"China adheres to a combination of an effective market and an active government, strengthens the innovation of artificial intelligence science and technology, and actively promotes the implementation of the 'Artificial Intelligence Plus' program," Xi added.

The scale of China's core industrial economy, said Xi, has also exceeded one trillion yuan.

"Various types of smart devices have entered millions of households and provided real benefits to people's lives. 'China's Smart Manufacturing' has become another brilliant business card for China-style modernization," Xi said.

At the same time, China always upholds balanced development and security.

"Since I proposed the Global Artificial Intelligence Governance Initiative, China has encouraged the UN General Assembly to adopt a resolution on international cooperation in artificial intelligence capacity building through consensus," Xi said.

Xi explained that China has also published the Inclusive Plan for the Development of Artificial Intelligence Capacity and the "Artificial Intelligence Plus" International Cooperation Initiative, and proposed the establishment of the World Artificial Intelligence Cooperation Organization.

"Thus, China continues to contribute Chinese solutions. The Chinese people often say that one string cannot produce harmony and one tree cannot form a forest, the development of artificial intelligence should not be a solo game of one country, but should be a symphony of global cooperation," said Xi.
