BNPP RI Records 99.38 Percent Budget Realization, Maintains WTP BPK Opinion

JAKARTA - The National Border Management Agency (BNPP) of the Republic of Indonesia submitted the State Budget Revenue and Expenditure Budget (APBN) Report for the 2025 Fiscal Year at the Working Meeting and Hearing Meeting with Commission II of the Indonesian House of Representatives in Jakarta, Thursday, July 16, 2026.

During the forum, the Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian as the Head of the BNPP RI explained the achievements in budget management, organizational performance, and various awards that the BNPP RI has achieved throughout the 2025 fiscal year.

Minister of Home Affairs Tito Karnavian explained that the allocation of the BNPP RI budget at the beginning of the 2025 Fiscal Year based on the Minister of Finance's letter dated September 23, 2024 was set at IDR 267.13 billion.

However, as the Presidential Instruction Number 1 of 2025 on government spending efficiency is implemented, the budget ceiling has been adjusted to Rp. 138.4 billion after efficiency.

"Furthermore, in the course of the budget, there was a relaxation from the Ministry of Finance of Rp. 76.4 billion. So the total BNPP ceiling for 2025 becomes Rp. 214.8 billion," said Home Minister Tito.

He revealed that from the total ceiling, BNPP RI was able to realize a budget of Rp. 213.5 billion or 99.38 percent. According to him, this achievement shows a very high level of budget absorption and reflects the effectiveness of program implementation in the BNPP RI environment.

In addition to recording optimal budget realization, BNPP RI also maintained the WTP opinion from the Financial Audit Agency (BPK) on the financial statements in 2024. Tito said that this achievement was the 11th WTP opinion in a row since 2014.

Not only that, various institutional performance indicators of BNPP RI in 2025 also received positive assessments from a number of ministries and agencies. Based on the evaluation of the Ministry of Finance's Monev Application, the performance value of the BNPP RI budget reached 94.86 with an excellent category.

Meanwhile, the results of the evaluation of bureaucratic reform from the Ministry of State Apparatus and Bureaucratic Reform (KemenPANRB) reached a value of 81.84 or A- category, an increase compared to the previous year which obtained a value of 73.88.

In terms of development planning, BNPP RI also obtained a National Development Planning Index value of 98.36 with the predicate very good based on the assessment of the Ministry of PPN/Bappenas.

On the other hand, the Implementation Budget Performance Indicator (IKPA) for 2025 assessed by the Ministry of Finance reached a value of 94.67 with a good category.

Furthermore, Minister of Home Affairs Tito explained that the success of the BNPP RI was also reflected in various awards received throughout 2025. Among them are the Integrity Zone award with the title of Corruption-Free Region (WBK) and Clean and Serving Bureaucracy Region (WBBM) which were achieved by PLBN Entikong and PLBN Motamasin.

In addition, the BNPP RI Law Reform Index obtained a value of 99.5 or the AA (special) predicate from the Ministry of Law, and the BNPP RI Legal Documentation and Information Network (JDIH) managed to achieve the best first place in the non-structural institution category.

On this occasion, Minister of Home Affairs Tito also expressed his appreciation to Commission II of the Indonesian House of Representatives for the support and supervision provided for the implementation of the duties of the Indonesian BNPP.

"Once again we thank all the leadership and all members of Commission II of the DPR RI. All of these achievements are inseparable from the supervision and regular working meetings, including direct visits to the field and to cross-border posts," he said.

This achievement is proof of BNPP RI's commitment to realizing accountable, transparent, and results-oriented government governance.

Through effective budget management and improving the quality of services in border areas, BNPP RI continues to strengthen its role in supporting the development of the country's border areas which are increasingly developed, safe, and competitive.

The Working Meeting and Hearing with Commission II of the Indonesian House of Representatives were also attended by the Secretary of the Indonesian BNPP Makhruzi Rahman, Deputy for State Border Management of the Indonesian BNPP Nurdin, Deputy for Border Potential Management of the Indonesian BNPP Edfrie R. Maith, as well as the heads of the Bureau and Assistant Deputy in the Indonesian BNPP environment.
